## Summaries written by Georgia Commons

The following was written by claude-sonnet-5 from the text above and is not part of the resolution. Quote the text, not the summary.

A Senate resolution formally recognizes Emergency Manager Marc Vincent of the Georgia World Congress Center Authority for his leadership during severe winter weather emergencies.

### Plain-language summary

This resolution is a ceremonial statement from the Georgia Senate honoring Marc Vincent, an emergency manager at the Georgia World Congress Center Authority (GWCCA). It notes that he received a Public Safety Commendation from GWCCA's Department of Public Safety on January 28, 2025, for his leadership during emergency responses to severe winter weather that occurred at the same time as major events on the GWCCA campus.
The resolution states that Vincent's coordination of resources and quick decision-making helped protect GWCCA employees and visitors. It does not change any Georgia law, create any program, or spend any state money. Its only operative effect is to direct the Secretary of the Senate to prepare a copy of the resolution for distribution to Vincent.

### What it does

- Formally recognizes and commends Marc Vincent for his work as an emergency manager at the Georgia World Congress Center Authority.
- States the Senate's praise for his handling of emergency responses during severe winter weather affecting the GWCCA campus.
- Directs the Secretary of the Senate to prepare and distribute a copy of the resolution to Marc Vincent.
- Creates no new law, funding, or ongoing obligation; it is a one-time ceremonial statement by the Senate.

### Who it affects

The resolution directly names Marc Vincent, an emergency manager at the Georgia World Congress Center Authority. It also references GWCCA employees and campus event attendees whose safety his work supported, and the Secretary of the Senate, who must distribute the resolution.

### Why it matters

The resolution has no legal or financial effect on Georgians generally. Its practical significance is limited to publicly acknowledging one individual's actions during a weather emergency and providing him with an official record of that recognition from the state Senate.

### Key provisions

- The whereas clauses describe the January 28, 2025 Public Safety Commendation Vincent received from GWCCA's Department of Public Safety.
- The resolved clause formally commends Vincent's work and extends well wishes to him from the Senate.
- The final clause directs the Secretary of the Senate to make a copy of the resolution available for distribution to Vincent.
