Payne of the 54th and others
A RESOLUTION
Celebrating the birth of Ella Catherine Branch Tippins; and for other purposes.1
WHEREAS, the months of anticipation and excitement shared by ex pectant parents are2
always a cherished memory; and3
WHEREAS, for Chelsea McElveen Tippins and Stephen Branch Tippins, Jr., those months4
ended on February 11, 2025, at 9:54 A.M., when they became the proud parents of their5
breathtaking baby, Ella Catherine Branch Tippins; and6
WHEREAS, Ella arrived into the world, much like her older sister, in the midst of session7
at five pounds, fourteen ounces and 18 and a half inches; and8
WHEREAS, she proved a good luck charm for her father, whose bil ls, great bills for the9
great people of the great state of Georgia, thereafter made the deadline for Crossover; and10
WHEREAS, the devotion, patience, and understanding that Chelsea and Stephen demonstrate11
daily provide the foundation and framework of love and success in which Ella will develop12
and flourish; and13

WHEREAS, born with two older sisters who love and adore her, in addition to a wealth of14
family and friends who will cherish, support, and guide her through every step of her life and15
teach her, among other things, to love Christ, how to hit a draw, and the proper way to make16
an old-fashioned, "Ella Cate" will never be alone; and 17
WHEREAS, it is abundantly fitting and proper that the birth of one of this state's newest18
citizens be recognized in an appropriate manner.19
NOW, THEREFORE, BE IT RESOLVED BY THE SENATE that the members of this body20
recognize the very happy occasion of the birth of Ella Catherine Branch Tippins and extend21
to her their most sincere best wishes for a long and healthy li fe and great happiness and22
success.23
BE IT FURTHER RESOLVED that the Secretary of the Senate is authorized and directed24
to make an appropriate copy of this resolution available for distribution to the proud parents25
of Ella Catherine Branch Tippins. 26
