## Summaries written by Georgia Commons

The following was written by claude-sonnet-5 from the text above and is not part of the resolution. Quote the text, not the summary.

A Georgia Senate resolution honors Charlotte Keenan, a Midtown High School student, for winning the GHSA 4A State Literary Championship in extemporaneous speaking.

### Plain-language summary

This is a ceremonial resolution passed by the Georgia Senate rather than a change to state law. It recognizes Charlotte Keenan, a student at Midtown High School, for winning the GHSA (Georgia High School Association) 4A State Literary Championship in Domestic and International Extemporaneous Speaking.
The resolution's text praises her hard work, skill, and sportsmanship during the competition season. It formally states that the Senate commends her and wishes her future success, and it directs the Secretary of the Senate to prepare a copy of the resolution for her to keep.

### What it does

- Formally states that the Senate recognizes and commends Charlotte Keenan for her state championship win in extemporaneous speaking.
- Directs the Secretary of the Senate to prepare and distribute a copy of the resolution to Charlotte Keenan.
- Creates no new law, funding, or regulatory change; it is a symbolic honor rather than a legal mandate.

### Who it affects

The resolution directly names Charlotte Keenan, a student at Midtown High School, and involves the Secretary of the Senate, who must prepare a copy of the resolution for her.

### Why it matters

The resolution has no practical legal effect on Georgians generally. Its significance is limited to publicly honoring an individual student's academic achievement and providing her with an official keepsake from the state Senate.

### Key provisions

- The whereas clauses describe Charlotte Keenan's win at the GHSA 4A State Literary Championship and praise her skill and sportsmanship.
- The resolved clause formally recognizes and commends her and wishes her future success.
