# SR 611. Georgia Association of Community Care Providers; recognize

## Text

Senate Resolution 611
By: Senators Walker III of the 20th, Kirkpatrick of the 32nd, Watson of the 1st, Cowsert of
the 46th and Albers of the 56th
A RESOLUTION
Recognizing and commending the Georgia Association of Community Care Providers; and
for other purposes.
WHEREAS, the Georgia Association of Community Care Providers (GACCP) represents
home and community-based service providers across the State of Georgia who deliver
compassionate, high-quality care to individuals with disabilities, complex care needs, and
aging populations; and
WHEREAS, GACCP member providers deliver essential services through Medicaid waiver
programs including, but not limited to, the ICWP, EDWP, NOW, and COMP waivers,
allowing individuals to receive personalized care in their homes and communities rather than
in institutional settings; and
WHEREAS, these providers serve communities throughout Georgia, with a significant
number operating in underserved and rural areas where access to care is limited and
community-based providers are often the primary source of support for individuals and
families; and
WHEREAS, home and community-based services promote independence, dignity, and
quality of life by empowering individuals to remain connected to their families,
neighborhoods, and communities while receiving the care they need.
NOW, THEREFORE, BE IT RESOLVED BY THE SENATE that the members of this body
recognize and commend the Georgia Association of Community Care Providers and extend
best wishes for continued growth and success.
BE IT FURTHER RESOLVED that the Secretary of the Senate is authorized and directed
to make an appropriate copy of this resolution available for distribution to the Georgia
Association of Community Care Providers.

## Summaries written by Georgia Commons

The following was written by claude-sonnet-5 from the text above and is not part of the resolution. Quote the text, not the summary.

A Georgia Senate resolution honors the Georgia Association of Community Care Providers for its work delivering home and community-based care to Georgians with disabilities and aging populations.

### Plain-language summary

This resolution is a ceremonial statement from the Georgia Senate rather than a change to state law. It recognizes the Georgia Association of Community Care Providers (GACCP), a group representing home and community-based service providers who care for people with disabilities, complex medical needs, and older Georgians.
The resolution describes how GACCP member providers deliver services through Medicaid waiver programs such as the ICWP, EDWP, NOW, and COMP waivers, which let people receive care at home instead of in institutions. It notes many members serve rural and underserved areas. The Senate resolves to commend the association and directs the Secretary of the Senate to send it a copy of the resolution as a keepsake.

### What it does

- Formally recognizes and commends the Georgia Association of Community Care Providers on behalf of the Georgia Senate.
- States that GACCP members deliver services through Medicaid home and community-based waiver programs including ICWP, EDWP, NOW, and COMP.
- Directs the Secretary of the Senate to prepare and send a copy of the resolution to the association.
- Creates no new law, funding, or regulatory requirement; it is a commendation rather than a policy change.

### Who it affects

The resolution directly names the Georgia Association of Community Care Providers and its member organizations, which serve people with disabilities, complex care needs, and aging Georgians, particularly in rural and underserved areas, through Medicaid home and community-based waiver programs.

### Why it matters

Because this is a commendation rather than legislation, it does not change any law, funding, or program. Its practical effect is symbolic recognition of the association's work, though it highlights the Medicaid waiver programs many Georgians rely on for at-home care.

### Key provisions

- The whereas clauses describe GACCP's role representing home and community-based service providers across Georgia.
- The whereas clauses list specific Medicaid waiver programs, ICWP, EDWP, NOW, and COMP, through which member providers deliver care.
- The first resolving clause has the Senate recognize and commend GACCP and wish it continued success.
- The final resolving clause directs the Secretary of the Senate to provide a copy of the resolution to GACCP.
