Senate Resolution 747 By: Senators Parent of the 44th, Davenport of the 17th, Wicks of the 34th, Harbison of the 15th, Jones II of the 22nd and others A RESOLUTION Recognizing and commending Wayne Collins; and for other purposes. WHEREAS, on January 13, 2026, Wayne Collins was sworn into the Morrow City Council as Council Seat-Post 1; and WHEREAS, Wayne has long been recognized by the citizens of this state for the vital role that he has played in leadership and his deep personal commitment to the welfare of the citizens of Georgia; and WHEREAS, he served as a guardian of this nation's freedom and liberty with the United States Army, valiantly and courageously protecting his fellow Americans for over 22 years; and WHEREAS, Wayne served with the 24th Signal Battalion; 24th Infantry in Fort Stewart, Georgia; 261st Signal Battalion; 3rd Infantry Division Wurzburg, Germany; 2nd Combat Battalion Basic Training Fort McClellan, Alabama, as a Drill Sergeant; 228th Signal Battalion; 5th Signal Command Frankfurt, Germany; 1st Signal Brigade JCCC Seoul, South Korea; Regimental Basic Noncommissioned Officers Academy United States Army Signal School First Sergeant; 335th Theater Signal Command East Point, Georgia; and Camp Doha Kuwait City, Kuwait; and WHEREAS, his courageous, selfless, and dedicated service was recognized though many prestigious awards and decorations, including the Meritorious Service Medal, 5th Oak Leaf; Army Accommodation Medal, 4th Oak Leaf; Achievement Award, 4th Oak Leaf; Desert Storm/Desert Shield Campaign Ribbon; Airborne/Air Assault Badge; Expert Marksmanship Badge; Drill Sergeant Badge; Drivers Badge; American Red Cross Life Saving Accommodations; Bronze Order of Mercury Regimental Signal Association; and the German Marksmanship Badge, Bronze; and WHEREAS, Wayne has diligently and conscientiously devoted innumerable hours of his time, talents, and energy toward the betterment of his community and state as evidenced dramatically by his superlative service as the Chairman of Morrows' Planning and Zoning Board; the Commander of Veterans of Foreign Wars Post 5080 in Morrow, Georgia; and his active involvement in the Neighborhood Watch, Neighbors Helping Neighbors, and the Geezer Squad; and WHEREAS, he is a person of magnanimous strengths with an unimpeachable reputation for integrity, intelligence, fairness, and kindness; and WHEREAS, it is abundantly fitting and proper that the outstanding accomplishments of this remarkable and distinguished Georgian be appropriately recognized. NOW, THEREFORE, BE IT RESOLVED BY THE SENATE that the members of this body recognize and commend Wayne Collins for his efficient, effective, unselfish, and dedicated public service with the State of Georgia and the United States of America. BE IT FURTHER RESOLVED that the Secretary of the Senate is authorized and directed to make an appropriate copy of this resolution available for distribution to Wayne Collins.
