## Text

Senate Resolution 820
By: Senators Gooch of the 51st, Albers of the 56th, Echols of the 49th and Anavitarte of the
31st
A RESOLUTION
Recognizing Mr. Donald Lyn Seabolt and dedicating an intersection in his honor; and for
other purposes.
WHEREAS, Mr. Donald Lyn Seabolt has devoted his life to protecting the safety and
well-being of the citizens of Dahlonega and Lumpkin County and his decades of leadership
and service continue to benefit the community; and
WHEREAS, Mr. Seabolt began his distinguished career of public service in 1968 as a
guardian of this nation's freedom and liberty with the 25th Infantry Division of the United
States Army, where he gained the training and discipline that shaped his lifelong
commitment to emergency services; and
WHEREAS, in 1972, he became the volunteer fire chief of Lumpkin County and went on to
achieve historic milestones, including becoming the county's first paramedic during a time
when emergency calls were still managed through local funeral homes; and
WHEREAS, he served as civil defense director and director of the Dahlonega-Lumpkin
County Emergency Management Agency; and
WHEREAS, Mr. Seabolt designed and implemented Lumpkin County's emergency 9-1-1
system, ensuring that emergency assistance could be accessed quickly and reliably through
a modern communications framework; and
WHEREAS, his leadership and expertise extended state wide through training emergency
management professionals, serving as president of the Emergency Management Association
of Georgia, earning his emergency management masters certification, and serving on the
State 9-1-1 Advisory Board; and
WHEREAS, Mr. Seabolt's more than five decades of service established a lasting foundation
of public safety and community resilience and it is abundantly fitting and proper that this
remarkable and distinguished Georgian be appropriately recognized by dedicating an
intersection in his honor.
NOW, THEREFORE, BE IT RESOLVED AND ENACTED BY THE GENERAL
ASSEMBLY OF GEORGIA that the intersection of State Route 9/Highway 19 and Pinetree
Way in Lumpkin County is dedicated as the Donald Seabolt Intersection.
BE IT FURTHER RESOLVED that the Department of Transportation is authorized and
directed to erect and maintain appropriate signs dedicating the Donald Seabolt Intersection.
BE IT FURTHER RESOLVED that the Secretary of the Senate is authorized and directed
to make appropriate copies of this resolution available for distribution to Mr. Donald Lyn
Seabolt and to the Department of Transportation.

## Summaries written by Georgia Commons

The following was written by claude-sonnet-5 from the text above and is not part of the resolution. Quote the text, not the summary.

A Senate resolution would name the intersection of State Route 9/Highway 19 and Pinetree Way in Lumpkin County the Donald Seabolt Intersection, honoring his decades of emergency service leadership.

### Plain-language summary

This is a ceremonial resolution from the Georgia Senate rather than a change to state law. It honors Mr. Donald Lyn Seabolt, a longtime Lumpkin County emergency services leader who served as volunteer fire chief, the county's first paramedic, civil defense director, and head of the Dahlonega-Lumpkin County Emergency Management Agency. He also designed the county's 9-1-1 system and served on the State 9-1-1 Advisory Board.
The resolution formally dedicates the intersection of State Route 9/Highway 19 and Pinetree Way in Lumpkin County as the Donald Seabolt Intersection. It directs the Georgia Department of Transportation to erect and maintain signs marking the dedication, and it directs the Secretary of the Senate to send copies of the resolution to Mr. Seabolt and to the Department of Transportation.

### What it does

- Dedicates the intersection of State Route 9/Highway 19 and Pinetree Way in Lumpkin County as the Donald Seabolt Intersection.
- Directs the Georgia Department of Transportation to erect and maintain signs marking the new intersection name.
- Directs the Secretary of the Senate to distribute copies of the resolution to Mr. Seabolt and the Department of Transportation.
- Does not change any Georgia statute; it is a ceremonial honor rather than a law with penalties or funding.

### Who it affects

The resolution directly names Mr. Donald Lyn Seabolt, honoring his service. It also affects the Georgia Department of Transportation, which must install and maintain the new intersection signage, and residents and travelers in Dahlonega and Lumpkin County who will see the renamed intersection.

### Why it matters

For most Georgians this changes little day to day beyond a new sign at a local intersection, but it formally and publicly recognizes a long-serving emergency management official's decades of work building Lumpkin County's fire, paramedic, and 9-1-1 systems.

### Key provisions

- The resolution's whereas clauses recount Mr. Seabolt's service since 1968, including military service and his roles as fire chief, paramedic, and emergency management director.
- The operative resolving clause dedicates the intersection of State Route 9/Highway 19 and Pinetree Way in Lumpkin County as the Donald Seabolt Intersection.
- A further resolving clause authorizes and directs the Department of Transportation to erect and maintain signs for the dedication.
- A final clause directs the Secretary of the Senate to distribute copies of the resolution to Mr. Seabolt and the Department of Transportation.
