A RESOLUTION
Proposing an amendment to the Constitution of the State of Georgia so as to clarify that only
citizens of the United States shall have a right to vote in elections in this state; to require
electors to present photographic identification prior to casting a ballot; to provide a short
title; to provide for related matters; to provide for the submission of this amendment for
ratification or rejection; and for other purposes.
BE IT RESOLVED BY THE GENERAL ASSEMBLY OF GEORGIA:
SECTION 1.
This resolution shall be known and may be cited as the "State Assurance of Voter Eligibility
(SAVE) Amendment.''
SECTION 2.
Article II, Section I of the Constitution is amended by revising Paragraph II as follows:
"Paragraph II. Right to register and vote. <del>Every person who is a citizen</del> <ins>Only individuals
who are citizens</ins> of the United States and <del>a resident</del> <ins>residents</ins> of Georgia as defined by law,
who <del>is</del> <ins>are</ins> at least 18 years of age and not disenfranchised by this article, and who <del>meets
</del> <ins>meet</ins> minimum residency requirements as provided by law shall be entitled to vote at any
election by the people; <ins>provided, however, that registered electors must present
</ins>
<ins>photographic identification, the forms of which the General Assembly shall provide by law,
prior to casting a ballot in any election.</ins> The General Assembly shall provide by law for
the registration of electors."
SECTION 2.
The above proposed amendment to the Constitution shall be published and submitted as
provided in Article X, Section I, Paragraph II of the Constitution. The ballot submitting the
above proposed amendment shall have written or printed thereon the following:
"( ) YES Shall the Constitution of Georgia be amended so as to clarify that only
( ) NO citizens of the United States shall have a right to vote in elections in the State
of Georgia and that voters must present a photo ID before casting a ballot?"
All persons desiring to vote in favor of ratifying the proposed amendment shall vote "Yes."
All persons desiring to vote against ratifying the proposed amendment shall vote "No." If
such amendment shall be ratified as provided in said Paragraph of the Constitution, it shall
become a part of the Constitution of this state.
