## Summaries written by Georgia Commons

The following was written by claude-sonnet-5 from the text above and is not part of the resolution. Quote the text, not the summary.

A Georgia Senate resolution congratulates Andrea Barclay, CEO of Because One Matters, for receiving the 2026 Yellow Rose Nikki T. Randall Servant Leadership Award for her work supporting children in foster care.

### Plain-language summary

This resolution is a ceremonial honor passed by the Georgia Senate. It does not change any law. Instead, it recognizes Andrea Barclay, chief executive officer of Because One Matters, for receiving the 2026 Yellow Rose Nikki T. Randall Servant Leadership Award, an honor given each year during Women's History Month by the Georgia Women's Legislative Caucus.
The resolution describes Barclay's leadership of Because One Matters, an organization that supports children and young adults who have been affected by foster care through programs like a free clothing boutique, life skills training, and community events. The Senate directs its Secretary to prepare a copy of the resolution for distribution to Barclay as a keepsake of the honor.

### What it does

- Formally congratulates and commends Andrea Barclay for receiving the 2026 Yellow Rose Nikki T. Randall Servant Leadership Award.
- Recites Barclay's role as CEO of Because One Matters and the organization's programs supporting foster care affected youth.
- Directs the Secretary of the Senate to prepare and distribute a copy of the resolution to Andrea Barclay.
- Creates no new law, funding, or regulation; it is purely a ceremonial statement by the Senate.

### Who it affects

This resolution directly names and honors Andrea Barclay. It also references Because One Matters, the nonprofit organization she leads, and the children and young adults impacted by foster care whom the organization serves, though it creates no legal obligations for them.

### Why it matters

The resolution has no legal or financial effect on Georgians. Its significance is symbolic: it publicly recognizes an individual's community service work and puts the Georgia Senate's formal recognition of that work on the legislative record.

### Key provisions

- The resolved clause states the Senate's congratulation of Andrea Barclay for the 2026 award.
- A further resolved clause directs the Secretary of the Senate to make a copy available to Barclay.
- The whereas clauses provide background on the award's namesake, former Representative Nikki T. Randall, and on Barclay's organization Because One Matters.
