## Summaries written by Georgia Commons

The following was written by claude-sonnet-5 from the text above and is not part of the resolution. Quote the text, not the summary.

House Resolution 2 sets up a joint committee to formally tell Governor that the General Assembly has convened for a special session and is ready to conduct business.

### Plain-language summary

This is a routine procedural resolution used whenever the Georgia General Assembly convenes, in this case for a 2026 special session. It does not create any new law or policy. Instead, it establishes a joint legislative committee made up of fourteen members, seven appointed by the President of the Senate and seven appointed by the Speaker of the House, whose only job is to formally notify the Governor that the legislature has convened and is ready to begin its work. This kind of notification is a traditional, ceremonial step at the start of a legislative session and has no direct effect on Georgians' rights, taxes, or daily life.

### What it does

- Creates a joint committee of fourteen lawmakers, seven from the Senate and seven from the House, to notify the Governor.
- Directs the President of the Senate to name the seven Senate members of the committee.
- Directs the Speaker of the House to name the seven House members of the committee.
- Formally notifies the Governor that the General Assembly has convened in special session and is ready for business.

### Who it affects

This resolution mainly affects the internal operations of the Georgia General Assembly and the Governor's office. It does not directly affect members of the public, businesses, or any specific industry; it simply governs a procedural step between the legislature and the Governor.

### Why it matters

This resolution has no substantive policy effect on Georgians. It is a procedural formality marking the official start of the 2026 special session, ensuring the Governor is formally informed that the legislature is convened and ready to conduct legislative business.

### Key provisions

- The resolution establishes a fourteen-member joint committee, split evenly between the Senate and House.
- The Senate's seven members are chosen by the President of the Senate, and the House's seven members are chosen by the Speaker.
- The committee's sole stated purpose is to notify the Governor that the General Assembly has convened in special session and is ready for business.
