A RESOLUTION
Recognizing and commending the Honorable Sylvester Adinam Mensah for his distinguished
leadership, public service, and contributions to economic development and international
trade; and for other purposes.
WHEREAS, the Honorable Sylvester Adinam Mensah is an accomplished finance
professional, former senior banker, legislator, educator, and public sector executive whose
career has been marked by exemplary leadership and dedication to public service; and
WHEREAS, he currently serves as Chief Executive Officer of the Ghana Export-Import
Bank (Ghana EXIM Bank), where he provides strategic leadership in advancing Ghana's
economic growth through export development, industrialization, and business financing
initiatives; and
WHEREAS, under his leadership, Ghana EXIM Bank has strengthened opportunities for
trade, investment, and economic cooperation, including fostering business relationships
between the Republic of Ghana and the State of Georgia that promote mutual prosperity and
commercial exchange; and

WHEREAS, Hon. Mensah previously served as a Member of Parliament for the La
Dadekotopon Constituency and as Chief Executive of the National Health Insurance
Authority, where he successfully implemented reforms that improved efficiency and
expanded access to healthcare services; and
WHEREAS, he has also contributed significantly to higher education and professional
development as a lecturer, mentor, and strategic management expert, sharing his knowledge
with future leaders and professionals; and
WHEREAS, through his commitment to sound governance, economic advancement, and
international partnership, Hon. Mensah has distinguished himself as a respected leader whose
work has positively impacted the people of Ghana and strengthened economic ties between

WHEREAS, it is abundantly fitting and proper that the accomplishments and service of this
distinguished leader be appropriately honored.
NOW, THEREFORE, BE IT RESOLVED BY THE HOUSE OF REPRESENTATIVES that
the members of this body recognize and commend the Honorable Sylvester Adinam Mensah
for his outstanding leadership, distinguished public service, and enduring contributions to
finance, governance, education, economic development, and the promotion of trade and
investment partnerships between the Republic of Ghana and the State of Georgia.
BE IT FURTHER RESOLVED that the Clerk of the House of Representatives is authorized
and directed to make an appropriate copy of this resolution available for distribution to the
Honorable Sylvester Adinam Mensah.
