House Resolution 43EX By: Representatives Santos of the 117th, Roberts of the 52nd, Lim of the 98th, Drenner of the 85th, Hugley of the 141st, and others A RESOLUTION Recognizing the growing danger that artificial intelligence deepfakes pose to election integrity, public trust, and the people of Georgia; and for other purposes. WHEREAS, artificial intelligence can now generate fabricated images, audio, and video that are nearly impossible to tell apart from authentic recordings of real people, placing words in a person's mouth they never spoke and actions on a person they never took; and WHEREAS, these fabrications, commonly known as deepfakes, pose a direct threat to the integrity of our elections, the reputations of those who step forward to serve, and the trust of the voters who depend on the truth to govern themselves; and WHEREAS, a fabricated image released in the final days of a campaign can reach thousands of voters before the truth ever has a chance to catch up; and WHEREAS, candidates and elected officials in this state have already been targeted by fabricated, AI-generated content created to deceive voters and damage reputations; and H. R. 43EX WHEREAS, the same technology that threatens our elections also threatens survivors of abuse, our seniors, and our children, any of whom can be made to appear to say or do something they never did; and WHEREAS, thirty states have already enacted laws addressing the use of deepfakes in elections, most requiring clear disclosure of AI-generated content in political communications, and Georgia is not yet among them; and WHEREAS, the people of Georgia have a right to know whether what they see and hear about those who seek to serve them is real, and no Georgian, regardless of party, position, or place, should have their voice stolen and their name dishonored by a machine; and WHEREAS, the State of Georgia has a compelling interest in protecting the truth, defending the integrity of its elections, and shielding its citizens from deliberate deception. NOW, THEREFORE, BE IT RESOLVED BY THE HOUSE OF REPRESENTATIVES that the members of this body encourage the study and enactment of legislation to require clear disclosure of AI-generated content in political communications and to provide meaningful recourse for Georgians harmed by deceptive deepfakes in our elections. BE IT FURTHER RESOLVED that the members of this body recognize the serious and growing danger that artificial intelligence deepfakes pose to election integrity, public trust, and the people of Georgia as well as affirm their commitment to protecting Georgia voters from fabricated and deceptive AI-generated content. H. R. 43EX BE IT FURTHER RESOLVED that the Clerk of the House of Representatives is authorized and directed to make appropriate copies of this resolution available for distribution to the public and the press.
