that often include severe head pain, visual disturbances, nausea, vomiting, dizziness,
sensitivity to light, sound, touch, and smell, and other disabling neurological symptoms that
significantly impair daily functioning; and
WHEREAS, migraine affects approximately 39 million Americans and more than one billion
people worldwide, making it one of the most prevalent and disabling neurological disorders
in the world; and
WHEREAS, nearly one in four households in the United States includes an individual living
with migraine, and approximately 12 percent of the population, including children,
experiences migraine disease; and
WHEREAS, migraine most commonly affects individuals during their prime working and
caregiving years, between the ages of 18 and 44, impacting educational attainment,
workforce participation, family responsibilities, and overall quality of life; and
H. R. 45EX
WHEREAS, migraine disproportionately affects women, with approximately 18 percent of
women experiencing migraine compared to 6 percent of men, and an estimated one in four
women will experience migraine during her lifetime; and
WHEREAS, approximately 10 percent of school-age children experience migraine, resulting
in increased school absences, diminished academic performance, and disruptions to social
and developmental activities; and
WHEREAS, migraine is more than a headache; it is a chronic neurological disease that can
contribute to depression, anxiety, sleep disturbances, social isolation, and long-term disability
for millions of individuals; and
WHEREAS, more than four million Americans live with chronic migraine, experiencing
headaches on 15 or more days each month, and more than 90 percent of migraine sufferers
report being unable to work or function normally during an attack; and
WHEREAS, migraine imposes a substantial economic burden on the United States through
healthcare expenditures, emergency department visits, lost productivity, absenteeism,
reduced workforce participation, and disability-related costs, totaling an estimated $36 billion
annually; and
WHEREAS, American employers lose more than $13 billion each year due to
migraine-related absenteeism and reduced productivity, accounting for more than 113 million
lost workdays annually; and
H. R. 45EX
WHEREAS, migraine remains widely underdiagnosed and undertreated despite advances in
medical research and treatment options, and many individuals continue to face barriers to
timely diagnosis, specialized care, and preventive treatment; and
WHEREAS, increasing public awareness, reducing stigma, improving access to
evidence-based care, expanding workforce education, and supporting research are essential
to improving outcomes for individuals living with migraine and other headache disorders;
and
WHEREAS, organizations such as the American Migraine Foundation, National Headache
Foundation, Association of Migraine Disorders, Chronic Migraine Awareness, Miles for
Migraine, Global Healthy Living Foundation, and US Pain Foundation work tirelessly to
educate patients, caregivers, healthcare professionals, policymakers, and the public regarding
migraine disease and headache disorders; and
WHEREAS, an estimated hundreds of thousands of Georgians live with migraine disease,
making it a significant public health concern that impacts the health, well-being,
productivity, and quality of life of individuals, families, schools, workplaces, and
communities throughout this state; and
WHEREAS, it is appropriate to recognize Migraine and Headache Awareness Day as an
opportunity to increase understanding of migraine disease, promote early diagnosis and

education, and public awareness efforts.
H. R. 45EX

H. R. 45EX

## Summaries written by Georgia Commons

The following was written by claude-sonnet-5 from the text above and is not part of the resolution. Quote the text, not the summary.

A Georgia House resolution recognizes June 29, 2026 as Migraine and Headache Awareness Day, drawing attention to migraine's health and economic impact on Georgians.

### Plain-language summary

This resolution does not change any Georgia law. It is a symbolic statement from the Georgia House of Representatives designating June 29, 2026 as Migraine and Headache Awareness Day. The resolution's preamble lays out extensive background on migraine disease, including its prevalence, effects on workers, students, and women, and its economic cost nationally and in Georgia.
The operative part of the resolution simply states that House members recognize the day, and it directs the Clerk of the House to make copies available to the public and press. It does not create funding, programs, or new requirements for any state agency, school, or business.

### What it does

- Formally designates June 29, 2026 as Migraine and Headache Awareness Day in a resolution passed by the Georgia House of Representatives.
- Directs the Clerk of the House of Representatives to prepare and distribute copies of the resolution to the public and press.
- Does not create any new law, funding, program, or requirement; it is a symbolic statement only.

### Who it affects

The resolution mainly affects public awareness efforts around migraine disease. It references Georgians living with migraine, along with national advocacy groups like the American Migraine Foundation, though it imposes no obligations on any of them.

### Why it matters

Because this is a commemorative resolution rather than a law, its practical effect is limited to raising public awareness. It does not change healthcare access, funding, workplace policy, or school accommodations for people living with migraine in Georgia.

### Key provisions

- The resolution's preamble ('whereas' clauses) cites statistics on migraine's prevalence, its disproportionate impact on women and children, and its estimated $36 billion annual economic cost nationally.
- The resolved clause designates June 29, 2026 as Migraine and Headache Awareness Day in Georgia.
- A further resolved clause directs the Clerk of the House to distribute copies of the resolution to the public and press.
