26 LC 61 0272/AP House Bill 982 (AS PASSED HOUSE AND SENATE) By: Representatives Camp of the 135th and Dickey of the 134th A BILL TO BE ENTITLED AN ACT To amend an Act providing a new charter for the City of Barnesv ille, approved1 March 11, 1987 (Ga. L. 1987, p. 3865), as amended, particularly by an Act approved2 April 12, 2005 (Ga. L. 2005, p. 3510), so as to change the description of the election districts3 for the city council; to provide for definitions and inclusions; to provide for continuation in4 office of current members; to provide for related matters; to repeal conflicting laws; and for5 other purposes.6 BE IT ENACTED BY THE GENERAL ASSEMBLY OF GEORGIA:7 SECTION 1.8 An Act providing a new charter for the City of Barnesville, approved March 11, 1987 (Ga.9 L. 1987, p. 3865), as amended, particularly by an Act approved April 12, 2005 (Ga. L. 2005,10 p. 3510), is amended by revising Section 2.10 as follows:11 "SECTION 2.10.12 (a) The legislative authority of the government of this city, except as otherwise specifically13 provided in this charter, shall be vested in a city council to be composed of a mayor and14 H. The mayor and councilmembers shall be ele cted in the manner15 provided by this charter.16 (b) For the purpose of electing members of the city council, t he City of Barnesville is17 divided into five districts. Such districts shall be and correspond to those five numbered18 districts described in and set forth in Appendix B attached hereto and further identified as19 'User: Barnesville Plan Name: barnesville-p1-2025 Plan Type: Local'.20 (c) For the purposes of such plan:21 (1) The term 'VTD' shall mean and describe the same geographic al boundaries as22 provided in the report of the Bureau of the Census for the United States decennial census23 of 2020 for the State of Georgia. The separate numeric designa tions in a district24 description which are underneath a VTD heading shall mean and d escribe individual25 Blocks within a VTD as provided in the report of the Bureau of the Census for the United26 States decennial census of 2020 for the State of Georgia; and27 (2) Except as otherwise provided in the description of any dis trict, whenever the28 description of any district refers to a named city, it shall me an the geographical29 boundaries of that city as shown on the census maps for the Uni ted States decennial30 census of 2020 for the State of Georgia.31 (d) Any part of the City of Barnesville which is not included in any district described in32 subsection (b) of this section shall be included within that district contiguous to such part33 which contains the least population according to the United States decennial census of 202034 for the State of Georgia.35 (e) Any part of the City of Barnesville which is described in subsection (b) of this section36 as being included in a particular district shall nevertheless n ot be included within such37 district if such part is not contiguous to such district. Such noncontiguous part shall instead38 be included within that district contiguous to such part which contains the least population39 according to the United States decennial census of 2020 for the State of Georgia.40 H.
