26 LC 112 3716 Senate Resolution 592 By: Senators Walker III of the 20th, Echols of the 49th, Watson of the 1st, Strickland of the 42nd and Anavitarte of the 31st A RESOLUTION Honoring several cities upon their designation as Georgia PlanF irst communities; and for1 other purposes.2 WHEREAS, the year 2026 marks the 36th anniversary of the implementation of the Georgia3 Planning Act, which established that the State of Georgia must maintain an essential public4 interest in protecting and preserving the natural resources, th e environment, and the vital5 areas of the state as well as serve these interests through coo rdinated and comprehensive6 planning by all local governments; and7 WHEREAS, local governments throughout our state have undertaken the tasks necessary to8 implement comprehensive plans to protect and enhance the qualit y of life within their9 respective communities; and10 WHEREAS, the State of Georgia recognizes the important role com munities play in11 fostering the state's image as an attractive place to invest, c onduct business, and raise a12 family; moreover, planning creates an environment of predictabi lity for economic13 development, property owners, and the general public; and14 S. R. 592 - 1 - 26 LC 112 3716 WHEREAS, it is the wish of this legislative body to recognize and honor those communities15 that have dedicated their purposeful work to establishing a vision for their future growth and16 development and have taken the steps necessary to set a path needed to achieve this vision;17 and18 WHEREAS, the Georgia Department of Community Affairs acknowledges the importance19 of coordinated and comprehensive planning to the state; therefore, the PlanFirst program has20 been created to recognize those communities in Georgia that hav e shown an exemplary21 history of comprehensive plan development and implementation; and22 WHEREAS, this legislative body is justly proud to honor the City of Brookhaven, the City23 of Brunswick, Bryan County, the City of Cedartown, the City of Cochran, the City of24 Covington, the City of Douglas, the City of Dublin, the City of Gainesville, Gwinnett25 County, the City of Lawrenceville, Oconee County, the City of Sugar Hill, and the City of26 Woodstock for their outstanding and commendable community plann ing efforts and27 accomplishments, which hereby designate them as Georgia PlanFirst communities; and28 WHEREAS, it is the sense of this legislative body that those local governments that enhance29 the well-being and vitality of their communities and have shown a long and sustained30 commitment to excellence in planning and plan implementation ce rtainly have earned the31 recognition and applause of all the citizens of this great state.32 NOW, THEREFORE, BE IT RESOLVED BY THE SENATE that the members of this body33 honor the City of Brookhaven, the City of Brunswick, Bryan County, the City of Cedartown,34 the City of Cochran, the City of Covington, the City of Douglas, the City of Dublin, the City35 of Gainesville, Gwinnett County, the City of Lawrenceville, Oco nee County, the City of36 S. R. 592 - 2 - 26 LC 112 3716 Sugar Hill, and the City of Woodstock for their many community planning accomplishments37 in conjunction with the 36th anniversary of the Georgia Planning Act.38 BE IT FURTHER RESOLVED that the Secretary of the Senate is authorized and directed39 to make appropriate copies of this resolution available for distribution to the public and the40 press.41 S.
