A RESOLUTION
Creating the House Study Committee on the Effects of the One Bi g Beautiful Bill Act1
(H.R. 1); and for other purposes.2
WHEREAS, the federal budget legislation known as the One Big Beautiful Bill Act (H.R. 1),3
enacted on July 4, 2025, includes significant reductions and st ructural changes to federal4
spending that directly affect the flow of federal funds to stat es, including support for5
healthcare, education, housing, and infrastructure programs; and6
WHEREAS, Georgia relies on federal funding as a critical component of its overall budget,7
and reductions in federal support will place increased pressure on the state's general fund,8
requiring greater state investment to maintain essential services and avoid shifting costs onto9
local governments, families, and working people; and10
WHEREAS, in light of these federal budget reductions and changes, the General Assembly11
must consider the long-term fiscal outlook of the state when enacting legislation, prioritizing12
responsible budgeting, protecting core public services, and ensuring that state policies do not13
exacerbate the impacts of federal disinvestment relative to students, seniors, and vulnerable14
communities.15

NOW, THEREFORE, BE IT RESOLVED BY THE HOUSE OF REPRESENTATIVES:16
(1) Creation of House study committee. There is created the House Study Committee17
on the Effects of the One Big Beautiful Bill Act (H.R. 1).18
(2) Members and officers. The committee shall be composed of seven members, five19
of whom shall be appointed by the Speaker of the House of Representatives and two shall20
be appointed by the state auditor. The Speaker shall designate a m e m b e r o f t h e21
committee as chairperson of the committee.22
(3) Powers and duties. The committee shall undertake a study of the conditions, needs,23
issues, and problems mentioned above or related thereto and recommend any action or24
legislation which the committee deems necessary or appropriate.25
(4) Meetings. The chairperson shall call all meetings of the committee. The committee26
may conduct such meetings at such places and at such times as it may deem necessary or27
convenient to enable it to exercise fully and effectively its powers, perform its duties, and28
accomplish the objectives and purposes of this resolution.29
(5) Allowances and funding. The legislative members of the committee shall receive30
the allowances provided for in Code Section 28-1-8 of the Offic ial Code of Georgia31
Annotated. The allowances aut horized by this resolution shall not be received by any32
member of the committee for more than five days unless additional days are authorized. 33
Funds necessary to carry out the provisions of this resolution shall come from funds34
appropriated to the House of Representatives.35
(6) Report.36
(A) In the event the committee adopts any specific findings or recommendations that37
include suggestions for proposed legislation, the chairperson shall file a report of the38
same prior to the date of abolishment specified in this resolut ion, subject to39
subparagraph (C) of this paragraph.40

(B) In the event the committee adopts a report that does not i nclude suggestions for41
proposed legislation, the chairperson shall file the report, subject to subparagraph (C)42
of this paragraph.43
(C) No report shall be filed unless the same has been approved prior to the date of44
abolishment specified in this resolution by majority vote of a quorum of the committee. 45
A report so approved shall be signed by the chairperson of the committee and filed with46
the Clerk of the House of Representatives.47
(D) In the absence of an approved report, the chairperson may file with the Clerk of the48
House of Representatives a copy of the minutes of the meetings of the committee in lieu49
thereof.50
(7) Abolishment. The committee shall stand abolished on December 1, 2026.51
