26 HR 1050/AP House Resolution 1050 (AS PASSED HOUSE AND SENATE) By: Representatives Greene of the 154th, Dunahoo of the 31st, Beckles of the 96th, Buckner of the 137th, and Flournoy of the 74th A RESOLUTION Authorizing the conveyance of certain state owned property in Clayton County; authorizing1 the lease of certain state owned property in Dawson County; authorizing the conveyance of2 certain state owned property in DeKalb County; authorizing the lease of certain state owned3 property in Dougherty County; authorizing the amendment to the lease of certain state owned4 property in Effingham County; authorizing the lease of certain state owned property in Floyd5 County; authorizing the exchange of certain state owned propert y in McDuffie County;6 authorizing the lease of certain state owned property in McInto sh County; authorizing the7 conveyance of certain state owned property in Polk County; authorizing the lease of certain8 state owned property in Richmond County; authorizing the lease of certain state owned9 property in Troup County; to provide an effective date; to prov ide for related matters; to10 repeal conflicting laws; and for other purposes.11 WHEREAS:12 (1) The State of Georgia is the owner of certain real property located in Clayton County,13 Georgia; and14 (2) Said real property is approximately 1.0 acre, lying and being in Land Lots 52 and 5315 of the 13th Land District of Clayton County, Georgia, and more particularly described16 in that Warranty Deed, dated February 8, 1956, from W & S Realty Holdings, Inc. being17 recorded in Deed Book 140, Page 388, in the office of the Clerk of Superior Court of18 H. R. 1050 - 1 - 26 HR 1050/AP Clayton County, in that Warranty Deed, dated February 7, 1956, from J.F. McNair and19 Mrs. Clyde Kirkland being recorded in Deed Book 140, Page 387, in the office of the20 Clerk of Superior Court of Clayton County, and that Warranty De ed, dated January 9,21 1956, from Empire Land Company being recorded in Deed Book 140, Page 389, in the22 office of the Clerk of Superior Court of Clayton County, and on file with the State23 Properties Commission Real Property Records as RPR 000320.01 thru 000320.03; and24 (3) Said real property is commonly known as the Atlanta State Farmers Market and25 under the custody of the Georgia Department of Agriculture; and26 (4) By official action, the Georgia Department of Transportati on requested acquiring27 approximately 1.0 acre of said real property for the constructi on, operation and28 maintenance of a turn lane for the benefit of the farmers market; and29 (5) By official action dated November 6, 2025, the Georgia Department of Agriculture30 requested the conveyance to the Georgia Department of Transportation; and31 WHEREAS:32 (1) The State of Georgia is the owner of certain real property located in Dawson County,33 Georgia; and34 (2) Said real property is approximately 0.3 of an acre, being in Land Lots 190, 192, 205,35 206, 207, 226, 227, 228, 241, 242, 243, 262, and 263, of the 5th District, 2nd Section of36 Dawson and Pickens Counties, Georgia, and more particularly described in that Limited37 Warranty Deed, dated October 18, 1995, from Immo Sassafras, Inc . being recorded in38 Deed Book 207, Pages 553-555, in the office of the Clerk of Superior Court of Dawson39 County, and Deed Book 246, Pages 829-831, in the office of the Clerk of Superior Court40 of Pickens County, and on file with the State Properties Commis sion Real Property41 Records as RPR 08764.01 and 08764.02; and42 (3) Said real property is commonly known as Dawson Forest Wildlife Management Area43 and under the custody of the Georgia Department of Natural Resources; and44 H. R. 1050 - 2 - 26 HR 1050/AP (4) By official action dated August 21, 2025, Dawson County, Georgia requested to enter45 into a 25-year ground lease over approximately 0.3 of an acre f or the construction,46 operation, and maintenance of a telecommunication tower for the ir public safety and47 county government use; and48 (5) By official action dated August 26, 2025, the Georgia Depa rtment of Natural49 Resources requested to enter into a 25 year ground lease with a n option to renew for50 another 25 years with Dawson County, Georgia; and51 WHEREAS:52 (1) The State of Georgia is the owner of certain real property located in DeKalb County,53 Georgia; and54 (2) Said real property is approximately 2.84 acres, lying and being in Land Lot 42 of the55 16th Land District of DeKalb County, Georgia, more particularly described in that56 Limited Warranty Deed, dated June 30, 2004, from Robert Pattill o Properties, Inc.,57 successor by name change to Rockdale Industries, Inc., being re corded in Deed Book58 16327, Page 598, in the office of the Clerk of Superior Court of DeKalb County, and on59 file with the State Properties Commission Real Property Records as RPR 010995; and60 (3) Said real property is commonly known as the Panola Road Park and Ride Lot or the61 Metro Express Bus Park and Ride and under the custody of the State Road and Tollway62 Authority; and63 (4) By official action dated August 4, 2025, the Georgia Department of Transportation64 requested acquiring approximately 0.90 of an acre of fee right of way, 0.81 of an acre of65 permanent easement, 1.12 acres of temporary easement, and 996.66 linear feet of limited66 access, and 0.01 of an acre of temporary driveway easement, of said real property for the67 purpose of the Panola Road Interchange Project (PI0002868); and68 (5) By official action dated October 29, 2025, the State Road and Tollway Authority69 requested the conveyance to the Georgia Department of Transportation; and70 H. R. 1050 - 3 - 26 HR 1050/AP WHEREAS:71 (1) The State of Georgia is the owner of certain real property located in Dougherty72 County, Georgia; and73 (2) Said real property is approximately 1.0 acre, lying and being in a Land Lots 367 and74 366, 1st Land District, Dougherty County, Georgia, and more particularly described in75 that Warranty Deed, dated September 28, 1977, from the Georgia Easter Seals Society76 For Crippled Children and Adults, Inc. being recorded in Deed Book 593, Pages 218-227,77 in the office of the Clerk of Superior Court of Dougherty Count y, and on file with the78 State Properties Commission Real Property Records as RPR 06387; and79 (3) Said real property is commonly known as the Easter Seals B uilding and under the80 custody of the Georgia Vocational Rehabilitation Agency; and81 (4) By official action dated June 30, 2025, the Easter Seals S outhern Georgia, Inc.82 desirous of entering into a ground lease for five years; and83 (5) By official action dated October 30, 2025, the Georgia Voc ational Rehabilitation84 Agency requests to enter into a ground lease for five years; and85 WHEREAS:86 (1) The State of Georgia is the owner of certain real property located in Effingham87 County, Georgia; and88 (2) Said real property is approximately 2.84 acres, being in 9th G.M. District, Effingham89 County, Georgia, and more particularly described in that Quitclaim Deed, dated July 19,90 2004, from the Department of Technical and Adult Education bein g recorded in Deed91 Book 1142, Pages 285-286, in the office of the Clerk of Superio r Court of Effingham92 County, and on file with the State Properties Commission Real Property Records as RPR93 010009.02; and94 (3) Said real property is commonly known as the Savannah Techn ical College and95 Career Academy and under the custody of the Technical College System of Georgia; and96 H. R. 1050 - 4 - 26 HR 1050/AP (4) The State of Georgia entered into a 30-year ground lease w ith Effingham County97 Board of Education in 2013 over approximately 6.92 acres for a career academy; and98 (5) The Effingham County Board of Education is desirous of amending the ground lease99 to include an additional 2.84 acres for parking; and100 (6) By official action dated May 29, 2024, the Technical Colle ge System of Georgia101 requested to amend the ground lease; and102 WHEREAS:103 (1) The State of Georgia is the owner of certain real property located in Floyd County,104 Georgia; and105 (2) Said property is approximately 9.4 acres, being in Land Lots 940, 941, and 1004, 3rd106 Land District, 4th Section, Floyd County, Georgia, and more particularly described in that107 Limited Quitclaim Deed, dated September 11, 1979, from the Stat e School Building108 Authority being recorded in Deed Book 850, Pages 348-350, and on file with the State109 Properties Commission Real Property Records as RPR 06992; and110 (3) Said real property is commonly known as the Georgia School of the Deaf and under111 the custody of the Georgia Department of Education; and112 (4) Said property is improved with a building consisting of approximately 15,919 square113 feet commonly known as the Dillard Building; and114 (5) Cave Spring Community Coalition, Inc., also known as the N orthwest Georgia115 Charter Academy, requested to enter into a five-year lease of the Dillard Building; and116 (6) By official action dated August 26, 2025, the Georgia Depa rtment of Education117 requested to enter into a five-year lease with Northwest Georgia Charter Academy; and118 WHEREAS:119 (1) The State of Georgia is the owner of certain real property located in Floyd County,120 Georgia; and121 H. R. 1050 - 5 - 26 HR 1050/AP (2) Said real property is approximately 37.99 acres, being in Land Lots 324 and 357,122 23rd Land District, 3rd Section, Floyd County, Georgia, and more particularly described123 in that General Warranty Deed, dated January 2, 2002, from C. R onald Patton being124 recorded in Deed Book 1681, Pages 0681-0684, and on file with t he State Properties125 Commission Real Property Records as RPR 09653; and126 (3) Said real property is commonly known as Georgia Northwestern Technical College127 campus and under the custody of the Technical College System of Georgia; and128 (4) Floyd County Schools is desirous of leasing approximately a 30.5 acre portion of the129 property for its Floyd County College and Career Academy agriculture program to raise130 cows; and 131 (5) By official action dated January 30, 2026, the Technical College System of Georgia132 requested to enter into a lease agreement for a term of 10 years with the option to renew133 for an additional 10 years for a rental rate of $10.00 annually with Floyd County Schools;134 and135 WHEREAS:136 (1) The State of Georgia is the owner of certain real property located in McDuffie137 County, Georgia; and138 (2) Said real property is approximately 1.5 acres, lying and being in 152nd Land District139 of McDuffie County, Georgia, and more particularly described in that Warranty Deed,140 dated February 19, 1962, from Knox Homes Corporation being recorded in Deed Book141 54, Page 443, in the office of the Clerk of Superior Court of M cDuffie County, and on142 file with the State Properties Commission Real Property Records as RPR 04801; and143 (3) Said real property is commonly known as the McDuffie-Warre n County Unit and144 under the custody of the Georgia Forestry Commission; and145 H. R. 1050 - 6 - 26 HR 1050/AP (4) By official action dated August 20, 2025, the Georgia Fore stry Commission146 requested to surplus and convey the approximately 1.5 acres in exchange with McDuffie147 County, Georgia for 6.0 acres to construct a new county unit; and148 (5) McDuffie County is desirous of conveying approximately 6.0 acres of unimproved149 real property in exchange for the approximately 1.5 acres impro ved Georgia Forestry150 Commission's McDuffie-Warren County Unit; and151 WHEREAS:152 ( 1 ) T h e S t a t e o f G e o r g i a i s t h e o w n e r o f certain rea l p r o p e r t y located in McIntosh153 County, Georgia; and154 (2) Said property is approximately 1,888.1 acres lying and being in the 1312th Georgia155 Militia District, McIntosh County, Georgia, acquired by virtue of that Limited Warranty156 Deed dated December 21, 1976 and recorded in Deed Book 78, Pages 380-388, and on157 file with the State Properties Commission Real Property Records as RPR 06307; and158 (3) Said real property is improved with a building and under t he custody of the159 Department of Natural Resources; and160 (4) The State of Georgia has leased approximately 231 square feet of the building to the161 United States Post Office since 1981 as a center for mail delivery service to residents of162 Sapelo Island; and163 (5) The United States Post Office is desirous of entering into a new lease for164 approximately 231 square feet for an initial term of five years for a rental rate of $10.00165 annually and reimbursement to the Department of Natural Resourc es of an amount of166 $2,240.00 annually for expenses related to the Department's upkeep and maintenance of167 the premises, with the option to renew for an additional 5 years for a rental rate of $10.00168 annually and reimbursement to the Department of Natural Resour ces of an amount of169 $2,350.00 annually for expenses related to the Department's upkeep and maintenance of170 the premises; and171 H. R. 1050 - 7 - 26 HR 1050/AP (6) By official action dated August 26, 2025, the Board of Natural Resources requested172 to lease the property to the United States Postal Service; and173 WHEREAS:174 (1) The State of Georgia is the owner of certain real property located in Polk County,175 Georgia; and176 (2) Said real property is approximately 3.057 acres, lying and being in Land Lot 1218177 of the 2nd Land District, 4th Section of Polk County, Georgia, more particularly178 described in two General Warranty Deeds, dated August 2, 2004 and June 30, 2008, from179 Cedartown Development Authority, being recorded in Deed Book 1291, Page 0295 and180 Deed Book 1028, Page 251, in the office of the Clerk of Superior Court of Polk County,181 and on file with the State Properties Commission Real Property Records as RPR 010025182 and 010532.01-03, respectively; and183 (3) Said real property is commonly known as the Cedartown Adult Learning Center and184 under the custody of the Technical College System of Georgia; and185 (4) By official action dated August 22, 2025, the City of Ceda rtown requested the186 acquisition of the property for their public safety operations; and187 (5) By official action dated October 2, 2025, the Technical College System of Georgia188 requested the conveyance to the City of Cedartown; and189 WHEREAS:190 (1) The State of Georgia is the owner of certain real property located in Richmond191 County, Georgia; and192 (2) Said real property is approximately 104.24 acres, lying an d being in 1660th G.M.193 District of Richmond County, Georgia, more particularly describ ed in that Warranty194 Deed, dated July 29, 1950, from Mrs. Jennie LeDoyen Crenshaw, Ralph M. Crenshaw,195 and W.T. Crenshaw, being recorded in Deed Book 17-W, Pages 125- 126, in the office196 H. R. 1050 - 8 - 26 HR 1050/AP of the Clerk of Superior Court of Richmond County and on file with the State Properties197 Commission Real Property Records as RPR 01133, respectively; and198 (3) Said real property is improved with buildings totaling app roximately 7,547 square199 feet and are commonly known as 3013 Hillcrest Circle and 3004 Hillcrest Drive and200 under the custody of the Department of Behavioral Health and De velopmental201 Disabilities; and202 (4) Anthony Wayne Rehabilitation Center for Handicapped and Blind, Inc. is desirous203 of leasing the buildings as specialized transitional community residential alternative204 homes; and205 (5) By official action dated April 10, 2025, the Department of Behavioral Health and206 Developmental Disabilities requested to enter into a lease agre ement with Anthony207 Wayne Rehabilitation Center for Handicapped and Blind, Inc.; and208 WHEREAS:209 (1) The State of Georgia is the owner of certain real property located in Troup County,210 Georgia; and211 (2) Said real property is approximately 81.086 acres, being in Land Lots 178 and 179,212 6th Land District, Troup County, Georgia, and more particularly described in that213 Limited Warranty Deed, dated December 16, 2005, from Southeast Office Partners 32,214 LLC. being recorded in Deed Book 1303, Pages 93-95, and on file with the State215 Properties Commission Real Property Records as RPR 10173; and216 (3) Said real property is improved with a building identified as Building G; and217 (4) Said real property is commonly known as West Georgia Techn ical College's218 LaGrange campus and under the custody of the Technical College System of Georgia;219 and220 (5) Troup County School System is desirous of leasing the 50,3 77 square foot portion221 of Building G for use by THINC College and Career Academy as a career academy for222 H. R. 1050 - 9 - 26 HR 1050/AP a five-year term with one renewal option of five (5) years for a rental rate of $10.00223 annually; and224 (6) By official action dated October 2, 2025, the Technical College System of Georgia225 requested to enter into a lease agreement for five years with t he option to renew for an226 additional five years for a rental rate of $10.00 annually with Troup County School227 System; and228 NOW, THEREFORE, BE IT RESOLVED AND ENACTED BY229 THE GENERAL ASSEMBLY OF GEORGIA:230 ARTICLE I231 SECTION 1.232 The State of Georgia is the owner of the above-described property located in Clayton County233 containing approximately 1.0 acre, and that in all matters relating to the conveyance of said234 real property the State of Georgia is acting by and through its State Properties Commission.235 SECTION 2.236 That the State of Georgia, acting by and through the State Prop erties Commission, is237 authorized to convey the above-described property to the Georgi a Department of238 Transportation for the consideration of $10.00, and such furthe r terms and conditions as239 determined by the State Properties Commission to be in the best interest of the State of240 Georgia.241 H. R. 1050 - 10 - 26 HR 1050/AP SECTION 3.242 That the State Properties Commission is authorized and empowered to do all acts and things243 necessary and proper to effect such conveyance, including the e xecution of all necessary244 documents.245 SECTION 4.246 That the authorization to convey the above-described property shall expire three years after247 the date that this resolution becomes effective.248 SECTION 5.249 That the deed or deeds and plat or plats of the conveyance shall be recorded by the Grantee250 in the Superior Court of Clayton County, Georgia and a recorded copy shall be forwarded251 to the State Properties Commission.252 SECTION 6.253 That the above-described real property shall remain in the cust ody of the Georgia254 Department of Agriculture until the property is conveyed.255 ARTICLE II256 SECTION 7.257 The State of Georgia is the owner of the above-described proper ty located in Dawson258 County, containing approximately 0.3 of an acre, and that in all matters relating to the leasing259 of said real property the State of Georgia is acting by and thr ough its State Properties260 Commission.261 H. R. 1050 - 11 - 26 HR 1050/AP SECTION 8.262 That the State of Georgia, acting by and through the State Prop erties Commission, is263 authorized to lease the above-described property to Dawson County for a term of 25 years264 with an option to renew for another 25 years for the consideration of $10.00 annually and the265 State's ability to utilize space on the communication tower at no cost; and such further terms266 and conditions as determined by the State Properties Commission to be in the best interest267 of the State of Georgia.268 SECTION 9.269 That the State Properties Commission is authorized and empowered to do all acts and things270 necessary and proper to effect such lease, including the execut ion of all necessary271 documents.272 SECTION 10.273 That the authorization to lease the above-described property shall expire three years after the274 date that this resolution becomes effective.275 SECTION 11.276 That the lease documents shall be recorded by the Lessee in the Superior Court of Dawson277 County, Georgia and a recorded copy shall be forwarded to the State Properties Commission.278 SECTION 12.279 That the above-described real property shall remain in the cust ody of the Georgia280 Department of Natural Resources during the term of the lease.281 H. R. 1050 - 12 - 26 HR 1050/AP ARTICLE III282 SECTION 13.283 The State of Georgia is the owner of the above-described property located in DeKalb County,284 containing approximately 2.84 acres, and that in all matters relating to the conveyance and285 easements of said real property the State of Georgia is acting by and through its State286 Properties Commission.287 SECTION 14.288 That the State of Georgia, acting by and through the State Prop erties Commission, is289 authorized to convey the above-described property to the Georgi a Department of290 Transportation for a total consideration of $369,829.00 (rounde d), being comprised of291 $234,799.00 in value for the fee right of way, and $135,030.00 for granting of the permanent292 and temporary easement; and such further terms and conditions as determined by the State293 Properties Commission to be in the best interest of the State of Georgia.294 SECTION 15.295 That the State Properties Commission is authorized and empowered to do all acts and things296 necessary and proper to effect such conveyance and granting of easements, including the297 execution of all necessary documents.298 SECTION 16.299 That the authorization to convey the above-described property shall expire three years after300 the date that this resolution becomes effective.301 H. R. 1050 - 13 - 26 HR 1050/AP SECTION 17.302 That the deed or deeds and plat or plats of the conveyance and easement documents shall be303 recorded by the Grantee in the Superior Court of DeKalb County, Georgia and a recorded304 copy shall be forwarded to the State Properties Commission.305 SECTION 18.306 That the above-described real property shall remain in the cust ody of the State Road and307 Tollway Authority until the property is conveyed.308 ARTICLE IV309 SECTION 19.310 The State of Georgia is the owner of the above-described proper ty located in Dougherty311 County, containing approximately 1.0 acre, and that in all matters relating to the leasing of312 the property the State of Georgia is acting by and through its State Properties Commission.313 SECTION 20.314 That the State of Georgia, acting by and through the State Prop erties Commission, is315 authorized to lease the above-described property to Easter Seals Southern Georgia, Inc. for316 five years for the consideration of $650.00 annually; and such further terms and conditions317 as determined by the State Properties Commission to be in the b est interest of the State of318 Georgia.319 SECTION 21.320 That the State Properties Commission is authorized and empowered to do all acts and things321 necessary and proper to effect such lease, including the execut ion of all necessary322 documents.323 H. R. 1050 - 14 - 26 HR 1050/AP SECTION 22.324 That the authorization to lease the above-described property shall expire three years after the325 date that this resolution becomes effective.326 SECTION 23.327 That the lease shall be recorded by the Lessee in the Superior Court of Dougherty County,328 Georgia and a recorded copy shall be forwarded to the State Properties Commission.329 SECTION 24.330 That the above-described real property shall remain in the custody of the Georgia Vocational331 Rehabilitation Agency during the term of the lease.332 ARTICLE V333 SECTION 25.334 The State of Georgia is the owner of the above-described improv ed property located in335 Effingham County, containing approximately 2.84 acres, and that in all matters relating to336 the leasing of said real property the State of Georgia is actin g by and through its State337 Properties Commission.338 SECTION 26.339 That the State of Georgia, acting by and through its State Prop erties Commission, is340 authorized to amend the ground lease with the Effingham County Board of Education to341 include the above-described property for a consideration of $10.00 annually, and such further342 terms and conditions as determined by the State Properties Comm ission to be in the best343 interest of the State of Georgia.344 H. R. 1050 - 15 - 26 HR 1050/AP SECTION 27.345 That the State Properties Commission is authorized and empowered to do all acts and things346 necessary and proper to effect such lease, including the execut ion of all necessary347 documents.348 SECTION 28.349 That the authorization to amend the ground lease to the above-described property shall expire350 three years after the date that this resolution becomes effective.351 SECTION 29.352 That the amendment to the ground lease shall be recorded by the Lessee in the Superior353 Court of Effingham County, Georgia and a recorded copy shall be forwarded to the State354 Properties Commission.355 SECTION 30.356 That the above-described real property shall remain in the custody of the Technical College357 System of Georgia during the term of the lease.358 ARTICLE VI359 SECTION 31.360 The State of Georgia is the owner of the above-described property, containing approximately361 9.4 acres, located in Floyd County, and that in all matters relating to the leasing of said real362 property the State of Georgia is acting by and through its State Properties Commission.363 H. R. 1050 - 16 - 26 HR 1050/AP SECTION 32.364 That the State of Georgia, acting by and through the State Prop erties Commission, is365 authorized to lease approximately 15,919 square feet, known as the Dillard Building, of the366 above-described real property to the Cave Spring Community Coalition, Inc., also known as 367 Northwest Georgia Charter Academy, for a term of five years for the consideration of368 $650.00 annually and reimbursement of expenses to the Georgia Department of Education;369 and such further terms and conditions as determined by the State Properties Commission to370 be in the best interest of the State of Georgia.371 SECTION 33.372 That the State Properties Commission is authorized and empowered to do all acts and things373 necessary and proper to effect such lease, including the execut ion of all necessary374 documents.375 SECTION 34.376 That the authorization to lease the above-described property shall expire three years after the377 date that this resolution becomes effective.378 SECTION 35.379 That the lease documents shall be recorded by the Lessee in the Superior Court of Floyd380 County, Georgia and a recorded copy shall be forwarded to the State Properties Commission.381 SECTION 36.382 That the above-described real property shall remain in the cust ody of the Georgia383 Department of Education during the term of the lease.384 H. R. 1050 - 17 - 26 HR 1050/AP ARTICLE VII385 SECTION 37.386 The State of Georgia is the owner of the above-described property located in Floyd County,387 containing 37.99 acres, and that in all matters relating to the leasing of the property the State388 of Georgia is acting by and through its State Properties Commission.389 SECTION 38.390 That the State of Georgia, acting by and through the State Prop erties Commission, is391 authorized to lease 30.5 acres located on the above-described p roperty to Floyd County392 Schools for a term of 10 years with an option to renew for anot her 10 years for the393 consideration of $10.00 annually; and such further terms and conditions as determined by the394 State Properties Commission as to be in the best interest of the State of Georgia.395 SECTION 39.396 That the State Properties Commission is authorized and empowered to do all acts and things397 necessary and proper to effect such lease, including the execut ion of all necessary398 documents.399 SECTION 40.400 That the authorization to lease the above-described property shall expire three years after the401 date that this resolution becomes effective.402 SECTION 41.403 That the lease shall be recorded by the Lessee in the Superior Court of Floyd County,404 Georgia and a recorded copy shall be forwarded to the State Properties Commission.405 H. R. 1050 - 19 - 26 HR 1050/AP SECTION 47.428 That the deed or deeds and plat or plats of the conveyance shall be recorded by the Grantee429 in the Superior Court of McDuffie County, Georgia and a recorded copy shall be forwarded430 to the State Properties Commission.431 SECTION 48.432 That the above-described real property shall remain in the custody of the Georgia Forestry433 Commission until the property is conveyed.434 ARTICLE IX435 SECTION 49.436 That the State of Georgia is the owner of the above described r eal property located in437 McIntosh County, containing 1,888.1 acres, and that in all matters relating to the leasing of438 real property, the State of Georgia is acting by and through its State Properties Commission.439 SECTION 50.440 That the State of Georgia, acting by and through its State Prop erties Commission, is441 authorized to lease approximately 231 square feet of the above-described real property to the442 United States Postal Service for use as a mail delivery center for residents of Sapelo Island443 for a term of five years commencing on July 1, 2027 and the pa yment of rent of $10.00444 annually and reimbursement to the Department of Natural Resources of $2,240.00 annually445 for expenses with one, five-year option to renew said lease for the payment of rent of $10.00446 annually and reimbursement to the Department of Natural Resources of $2,350.00 annually447 for expenses; and such further terms and conditions as determin ed by the State Properties448 Commission to be in the best interest of the State of Georgia.449 H. R. 1050 - 22 - 26 HR 1050/AP ARTICLE XI490 SECTION 61.491 The State of Georgia is the owner of the above-described proper ty located in Richmond492 County, containing 104.24 acres, and that in all matters relating to the leasing of the property493 the State of Georgia is acting by and through its State Properties Commission.494 SECTION 62.495 That the State of Georgia, acting by and through the State Prop erties Commission, is496 authorized to lease 7,547 square feet, known as 3013 Hillcrest Circle and 3004 Hillcrest497 Drive, of the above-described property to Anthony Wayne Rehabil itation Center for498 Handicapped and Blind, Inc. for one year with two one-year renewals for the consideration499 of $10.00 annually and the requirement to operate as specialize d transitional community500 residential alternative homes for people with developmental disabilities for the Department501 of Behavioral Health and Developmental Disabilities, and such further terms and conditions502 as determined by the State Properties Commission as to be in the best interest of the State of503 Georgia.504 SECTION 63.505 That the State Properties Commission is authorized and empowered to do all acts and things506 necessary and proper to effect such lease, including the execut ion of all necessary507 documents.508 SECTION 64.509 That the authorization to lease the above-described property shall expire three years after the510 date that this resolution becomes effective.511 H. R. 1050 - 23 - 26 HR 1050/AP SECTION 65.512 That the lease shall be recorded by the Lessee in the Superior Court of Richmond County,513 Georgia and a recorded copy shall be forwarded to the State Properties Commission.514 SECTION 66.515 That the above-described real property shall remain in the cust ody of the Department of516 Behavioral Health and Developmental Disabilities during the term of the lease.517 ARTICLE XII518 SECTION 67.519 The State of Georgia is the owner of the above-described property located in Troup County,520 containing 81.086 acres, and that in all matters relating to the leasing of the property the State521 of Georgia is acting by and through its State Properties Commission.522 SECTION 68.523 That the State of Georgia, acting by and through the State Prop erties Commission, is524 authorized to lease 50,377 square feet of Building G located on the above-described property525 to Troup County School System for five years with one five-year renewal option for the526 consideration of $10.00 annually; and such further terms and conditions as determined by the527 State Properties Commission as to be in the best interest of the State of Georgia.528 SECTION 69.529 That the State Properties Commission is authorized and empowered to do all acts and things530 necessary and proper to effect such lease, including the execut ion of all necessary531 documents.532 H. R. 1050 - 24 - 26 HR 1050/AP SECTION 70.533 That the authorization to lease the above-described property shall expire three years after the534 date that this resolution becomes effective.535 SECTION 71.536 That the lease shall be recorded by the Lessee in the Superior Court of Troup County,537 Georgia and a recorded copy shall be forwarded to the State Properties Commission.538 SECTION 72.539 That the above-described real property shall remain in the custody of the Technical College540 System of Georgia during the term of the lease.541 ARTICLE XIII542 SECTION 73.543 That this resolution shall become effective as law upon its approval by the Governor or upon544 its becoming law without such approval.545 SECTION 74.546 All laws and parts of laws in conflict with this Act are repealed.547 H.
