26 LC 129 0687 House Resolution 1138 By: Representatives Davis of the 87th, Scott of the 76th, Schofield of the 63rd, Burnough of the 77th, Taylor of the 92nd, and others A RESOLUTION Celebrating the first HOA, COA, and POA Day at the capitol and recognizing the importance1 of civic engagement with homeowners across Georgia; and for other purposes.2 WHEREAS, homeownership has long been recognized as a cornerston e of the American3 Dream, providing families w ith stability, opportunity, and a me aningful stake in their4 communities; and5 WHEREAS, millions of Georgians reside in communities governed b y Homeowners6 Associations (HOA), Condominium Owners Associations (COA), and Property Owners7 Associations (POA), which play an important role in community m anagement and shared8 governance; and9 WHEREAS, homeowners across the State of Georgia have expressed concerns, questions,10 and challenges related to transparency, accountability, communication, affordability, and due11 process within association-governed communities; and12 WHEREAS, the Georgia General Assembly recognizes that listening to constituents is a13 fundamental responsibility of public service and that constructive dialogue strengthens trust14 between the people and their government; and15 H. R. 1138 - 1 - 26 LC 129 0687 WHEREAS, HOA, COA, and POA Day at the capitol provides an oppor tunity for16 homeowners to peacefully assemble, share lived experiences, and engage with elected17 officials regarding matters that directly affect their homes, families, and financial security;18 and19 WHEREAS, this Day at the Capitol reflects a shared commitment by elected officials-across20 party lines-to hear homeowner concerns, understand emerging cha llenges, and work21 collaboratively to preserve and strengthen the American Dream o f Homeownership for22 present and future generations; and23 WHEREAS, fostering open communication between homeowners, community leaders, and24 policymakers encourages thoughtful, balanced, and forward-looking solutions that respect25 both individual property rights and community interests.26 NOW, THEREFORE, BE IT RESOLVED BY THE HOUSE OF REPRESENTATIVES that27 the members of this body recognize and celebrate the first HOA, COA, and POA Day at the28 capitol as a meaningful civic engagement event that elevates ho meowner voices and29 promotes dialogue grounded in respect, transparency, and shared responsibility.30 BE IT FURTHER RESOLVED that the House of Representatives affirms its commitment31 to listening to homeowners' concerns, complaints, and emerging crises and to32 working-without regard to partisanship-to address issues that i mpact housing stability,33 community well-being, and the American Dream of Homeownership.34 BE IT FURTHER RESOLVED that the House of Representatives commen ds the35 homeowners who traveled to the State Capitol to advocate for their communities, recognizing36 their civic participation as an essential element of a healthy democracy.37 H.
