26 LC 62 0300 House Resolution 1103 By: Representatives Holly of the 116th, Moore of the 91st, Mitchell of the 88th, Jones of the 143rd, Cummings of the 39th, and others A RESOLUTION Encouraging state and local governments to assist with reducing Wall Street landlord1 ownership of residential properties to help this state flourish; and for other purposes.2 WHEREAS, the Neighborhood Assistance Corporation of America (NA CA) launched a3 nationwide campaign on January 2, 2026, to address the predatory practices of major Wall4 Street landlords that are driving up rents and undermining affordable homeownership; and5 WHEREAS, Wall Street landlords are concentrating their ownership in targeted urban and6 rural communities nationwide, having a devastating impact on lo cal residents and the7 availability of affordable housing; and8 WHEREAS, high rents and unaffordable mortgages are central driv ers of today's9 affordability crisis, prompting NACA to mobilize renters and re sidents nationwide to10 challenge these predatory Wall Street landlords; and11 WHEREAS, NACA has already informed 70,000 tenants across Georgia that their landlords12 are giant corporate predators, including Blackstone, Invitation Homes, and others, and is13 expanding this outreach to over 800,000 tenants nationwide; and14 H. R. 1103 - 1 - 26 LC 62 0300 WHEREAS, Representative El-Mahdi Holly and Bruce Marks of the NACA are advancing15 the Neighborhood Ownership, Accountability, and Transparency Act to require Wall Street16 landlords to sell properties to owner-occupants on affordable t erms and to eliminate17 government support for these institutional investors.18 NOW, THEREFORE, BE IT RESOLVED BY THE HOUSE OF REPRESENTATIVES that19 the members of this body encourage the state and local governme nts of this state to assist20 with reducing Wall Street landlord ownership of residential pro perties to help this state21 flourish, make housing affordable, and encourage local governments to make use of the full22 extent of their home rule powers to return prosperity to the residents of this state.23 BE IT FURTHER RESOLVED that the Clerk of the House of Representatives is authorized24 and directed to make appropriate copies of this resolution avai lable for distribution to the25 Secretary of State.26 H.
