26 LC 46 1277 House Resolution 1110 By: Representatives Scott of the 76th, Davis of the 87th, and Schofield of the 63rd A RESOLUTION Urging the General Assembly to support the enactment of legisla tion to establish and1 maintain a comprehensive electronic inpatient psychiatric bed registry in Georgia as provided2 in the proposed bill described herein; and for other purposes.3 WHEREAS, Georgia, like many states, faces challenges in ensurin g timely access to4 inpatient psychiatric care; and5 WHEREAS, emergency departments, community mental health providers, law enforcement6 agencies, crisis hotlines, health plans, and families often lack up-to-date information about7 where psychiatric beds are available, leading to delays, transf er problems, and increased8 costs; and9 WHEREAS, several other states have implemented or are implement ing electronic10 psychiatric bed registries, which have led to improvements in l ocating available beds,11 reduced wait times, and improved coordination of care; and12 WHEREAS, legislation proposed in the 2026 session of the Genera l Assembly seeks to13 establish, operate, and maintain an electronic inpatient psychiatric bed registry with required14 H. R. 1110 - 1 - 26 LC 46 1277 data reporting, real-time updates, and access for end users including crisis lines, advisory and15 oversight mechanisms, and privacy protections; and16 WHEREAS, such a registry has the potential to improve public health outcomes, reduce the17 burden on emergency services, improve efficiency and utilizatio n of psychiatric facilities,18 and help the state better plan and allocate mental health resources.19 NOW, THEREFORE, BE IT RESOLVED BY THE GENERAL ASSEMBLY OF20 GEORGIA that the members of this body:21 (1) Strongly support the enactment of legislation to establish and maintain a22 comprehensive electronic inpatient psychiatric bed registry in Georgia as provided in the23 proposed bill described herein;24 (2) Recognize that the legislation discussed herein should inc lude strong privacy25 protections, real-time data updating requirements, enforcement mechanisms, adequate26 funding, and inclusion of both public and private providers;27 (3) Urge that this registry be structured so as to produce tra nsparent reporting, address28 regional disparities in access, and be accessible to patients, families, and practitioners in29 need; and30 (4) Call upon the Department of Behavioral Health and Developm ental Disabilities to31 work expeditiously to implement the registry following passage of the bill described herein,32 in consultation with stakeholders, and to provide regular reports to the General Assembly33 on its progress.34 BE IT FURTHER RESOLVED that the Clerk of the House of Representatives is authorized35 and directed to transmit an appropriate copy of this resolution to the Governor and to the36 Department of Behavioral Health and Developmental Disabilities.37 H.
