26 LC 129 0800 House Resolution 1162 By: Representative Jackson of the 165th A RESOLUTION Recognizing His Excellency Victor Emmanuel Smith, Ambassador of the Republic of Ghana1 to the United States of America; and for other purposes.2 WHEREAS, Ambassador Victor Emmanuel Smith is a seasoned Ghanaia n politician,3 diplomat, statesman, and investment consultant whose distinguished career spans more than4 three decades of public service, diplomacy, and private-sector advisory; and5 WHEREAS, in all his roles, Ambassador Victor Emmanuel Smith has demonstrated a rare6 ability to lead with integrity, manage complex negotiations, and facilitate investments with7 national significance; and8 WHEREAS, Ambassador Victor Emmanuel Smith’s diplomatic engageme nts have9 significantly elevated Ghana’s global profile, notably achievin g an 18 percent increase in10 bilateral trade between Ghana and the Uk during his tenure as High Commissioner; and11 WHEREAS, he is credited with launching high impact diaspora out reach programs and12 strengthening B2B collaborations though platforms like the Ghana-Central Europe Business13 Council; and14 H. R. 1162 - 1 - 26 LC 129 0800 WHEREAS, he is a patron, board member, and mentor committed to preparing the next15 generation of leaders and professionals, offering not only his expertise but an unwavering16 dedication to nation-building; and17 WHEREAS, Ambassador Victor Emmanuel Smith is not just a man of titles, but a man of18 impact, one whose legacy continues to inspire national and continental progress.19 NOW, THEREFORE, BE IT RESOLVED BY THE HOUSE OF REPRESENTATIVES that20 the members of this body commend His Excellency Victor Emmanuel Smith, Ambassador21 of the Republic of Ghana to the United States of America, for his work connecting Savannah,22 Georgia, to the Republic of Ghana.23 BE IT FURTHER RESOLVED that the Clerk of the House of Representatives is authorized24 and directed to make an appropriate copy of this resolution available for distribution to His25 Excellency Victor Emmanuel Smith.26 H.
