26 LC 49 2669S/AP House Bill 1107 (AS PASSED HOUSE AND SENATE) By: Representatives Rice of the 139th, Jones of the 47th, Erwin of the 32nd, Townsend of the 179th, Hilton of the 48th, and others A BILL TO BE ENTITLED AN ACT To amend Part 10 of Article 17 of Chapter 2 of Title 20 of the Official Code of Georgia1 Annotated, relating to professional standards, so as to require the Professional Standards2 Commission to develop and report annual performance measures th at evaluate the3 performance of each educator preparation provider (EPP) in the state; to provide for4 minimum contents of EPP performance measures; to require publication of EPP performance5 measures; to require each EPP provider to timely provide inform ation requested by the6 commission for purposes of preparing EPP performance measures; to provide for satisfaction7 surveys; to require annual review of certain EPP performance measures; to require the Office8 of Student Achievement to include a summary of EPP performance measures in its annual9 report on the Georgia educator workforce; to provide for definitions; to provide for a short10 title; to provide for related matters; to repeal conflicting laws; and for other purposes.11 BE IT ENACTED BY THE GENERAL ASSEMBLY OF GEORGIA:12 SECTION 1.13 This Act shall be known and may be cited as the "Excellent Teacher Preparation Act."14 H. B. 1107 - 1 - 26 LC 49 2669S/AP SECTION 2.15 Part 10 of Article 17 of Chapter 2 of Title 20 of the Official Code of Georgia Annotated,16 relating to professional standards, is amended by adding a new Code section to read as17 follows:18 "20-2-988.1.19 (a) As used in this Code section, the term:20 (1) 'Commission' means the Professional Standards Commission.21 (2) 'Educator preparation provider' or 'EPP' means any institu tion of postsecondary22 education, college, school, department, agency, or other administrative body responsible23 for managing or coordinating programs offered for the initial and continuing preparation24 of teachers and other school personnel.25 (3) 'EPP performance measures' means the performance measures for each EPP provided26 for in subsection (b) of this Code section.27 (4) 'EPP program' means a planned sequence of courses and experiences for preparing28 teachers and other professional school personnel that leads to a state certification.29 (5) 'EPP program graduate' means an individual who has completed the coursework and30 other training required by an EPP.31 (6) 'Initial preparation program' means a program designed to prepare candidates for their32 initial, or first professional type certificate in a Teaching ( T), Leadership (L), or33 Service (S) field.34 (7) 'Local education agency' shall have the same meaning as se t forth in Code35 Section 20-2-167.1.36 (b)(1) By January 1, 2027, the commission, in collaboration wi th the State Board of37 Education, the Department of Education, the Board of Regents of the University System38 of Georgia, and the Office of Student Achievement, shall develo p EPP performance39 measures that evaluate the performance of each EPP program. Such EPP performance40 measures shall focus on the preparedness and performance of EPP program graduates and41 H. B. 1107 - 2 - 26 LC 49 2669S/AP individuals who complete initial preparation programs in Teaching (T), Leadership (L),42 and Service (S) fields and shall include, but shall not be limited to, for each EPP program:43 (A) For each of the three most recently completed academic years: 44 (i) The total enrollment of students in the EPP program at the beginning of each45 academic year; and46 (ii) The total number of EPP program graduates who completed t he EPP program47 each academic year disaggregated by age, sex, race, and the category, title, type, field,48 and level of certification attained within 12 months of EPP program completion;49 (B) EPP program enrollment requirements;50 (C) First and best attempt passage rates by EPP program graduates on all exams and51 other assessments required for Georgia certification disaggrega ted by age, sex, race,52 and the category, title, type, field, and level of certification attained within 12 months53 of EPP program completion;54 (D) Job placement rates of EPP program graduates, disaggregated by local education55 agency, age, sex, race, and the category, title, type, field, a nd level of certification56 attained within 12 months of EPP program completion; 57 (E) One-, three-, and five-year retention rates of EPP program graduates;58 (F) EPP satisfaction rates reported by EPP program graduates a nd by employers of59 EPP program graduates;60 (G) Information about annual evaluations of EPP program graduates for their first three61 years after EPP program completion; and62 (H) Information about student performance data for EPP program graduates for their63 first three years after EPP program completion.64 (2) The commission shall ensure the confidentiality of individ ual information while65 providing aggregate data on EPP performance measures.66 (3) The commission shall include the data collection processes and evaluation67 methodology clearly and publicly on each EPP performance measures.68 H. B. 1107 - 3 - 26 LC 49 2669S/AP (4) The commission shall publish the EPP performance measures on its website.69 (c) EPP performance measures for each EPP program shall be prepared and reported by70 the commission no later than January 1, 2028, and by January each year thereafter, to each71 respective EPP, the State Board of Education, the Department of Education, the Board of72 Regents of the University System of Georgia, the Office of Stud ent Achievement; each73 local education agency; and the chairpersons of the House Committee on Education, the74 Senate Education and Youth Committee, the House Committee on Higher Education, and75 the Senate Higher Education Committee.76 (d) Each EPP shall timely provide information requested by the commission for purposes77 of preparing EPP performance measures.78 (e) The commission, in consultation with the Office of Student Achievement, shall create79 a standard survey that each EPP provides to each EPP program graduate and the employer80 of each EPP program graduate at the end of his or her first year of employment to assess81 satisfaction with how well the EPP prepared the EPP program graduate for teaching. The82 survey data ranges shall be displayed on each page for consistency. Each year there shall83 be a review of the current results to ensure that the validity of score distributions accurately84 reflects performance and to determine if adjustments to the sur vey design or scoring85 approach are necessary.86 (f) The Office of Student Achievement shall include a summary of EPP performance87 measures prepared by the commission as part of the annual report regarding the Georgia88 education workforce provided for in paragraph (4) of subsection ( a ) o f C o d e89 Section 20-14-27.90 (g) The Board of Regents of the University System of Georgia shall annually review the91 EPP performance measures of each EPP program that is part of the University System of92 Georgia and, for each such EPP program, shall determine whether interventions or support93 are needed based on the information in the EPP performance measures."94 H.
