A RESOLUTION
Proposing an amendment to the Constitution so as to provide that the General Assembly may1
by general law provide a trust fund for the purpose of providin g no-cost access to certain2
vaccines for children 18 years of age or younger and seniors 60 years of age or older and3
make all provisions regarding such fund; to provide that the General Assembly may provide4
for a source of funding specifically designated for such fund, and that such fund shall not be5
subject to the lapsing provisions of the Constitution; to provide for related matters; to provide6
for the submission of this amendment for ratification or rejection; and for other purposes.7
BE IT RESOLVED BY THE GENERAL ASSEMBLY OF GEORGIA:8
SECTION 1.9
Article III, Section IX, Paragr aph VI of the Constitution is am ended by adding a new10
subparagraph to read as follows:11
"(s) The General Assembly is authorized to provide by general law for the creation of a12
trust fund for the purpose of providing no-cost access to certain vaccines for children 1813
years of age or younger and seniors 60 years of age or older an d to establish such14
provisions as the General Assembly deems necessary and appropri ate for the15
implementation and administration of such fund. Notwithstandin g the provisions of16
subparagraph (a) of this Paragraph, the General Assembly is authorized to designate one17

or more sources of revenue to be paid into the fund. Moneys paid into the fund shall not18
be subject to the provisions of Article III, Section IX, Paragr aph IV(c), relative to the19
lapsing of funds."20
SECTION 2.21
The above proposed amendment to the Constitution shall be publi shed and submitted as22
provided in Article X, Section I, Paragraph II of the Constitution. The ballot submitting the23
above proposed amendment shall have written or printed thereon the following:24

Shall the Constitution of Georgia be amended so as to provide t hat the
General Assembly may establish a trust fund to purchase, store, distribute,
and monitor certain vaccines and to designate one or more sourc es of
revenue to be paid into such fund?"
All persons desiring to vote in favor of ratifying the proposed amendment shall vote "Yes." 29
All persons desiring to vote against ratifying the proposed amendment shall vote "No." If30
such amendment shall be ratified as provided in said Paragraph of the Constitution, it shall31
become a part of the Constitution of this state.32
