A RESOLUTION
Honoring the Georgia Building Authority team for excellence in the restoration of the1
Georgia State Capitol; and for other purposes.2
WHEREAS, the Georgia State Capitol stands as a magnificent testament to our state's rich3
history and democratic traditions, having served continuously a s the seat of Georgia's4
government since its completion in 1889; and5
WHEREAS, this historic structure was constructed between 1884 and 1889, representing one6
of the finest examples of neoclassical architecture in the sout heastern United States and7
serving as a symbol of Georgia's enduring commitment to democratic governance; and8
WHEREAS, during the recent comprehensive renovation of our beloved Capitol, remarkable9
discoveries were made that revealed the building's extraordinar y historical significance,10
including the presence of original Andrew Carnegie structural steel throughout the building's11
framework; and12
WHEREAS, this discovery establishes the Georgia State Capitol a s one of the two oldest13
capitol buildings still in continuous operation in the United S tates of America to feature14

Carnegie steel construction, adding immeasurable historical value to this treasured landmark;15
and16
WHEREAS, the Georgia Building Authority, under exceptional lead ership, undertook the17
monumental task of restoring our State Capitol to its original architectural glory while18
preserving its historical integrity for future generations; and19
WHEREAS, Gerald Pilgrim of the Georgia Building Authority demon strated outstanding20
leadership, vision, and dedication throughout this complex restoration project, ensuring that21
every detail honored both the building's historical significanc e and the needs of modern22
governance; and23
WHEREAS, David Goodhead provided exceptional expertise and craf tsmanship in the24
renovation process; his meticulous attention to detail and deep respect for historical25
preservation brought our Capitol back to its magnificent original condition; and26
WHEREAS, the dedication and expertise of the construction team comprised of Sachin Dev27
Shailendra of SG Contracting, Michael Macon of Balfour-Beatty, M. Sean Moxley of28
Garbutt Construction, and the design team including Lamar Wakefield and Henry Cantwell29
of Nelson were essential to the successful restoration of one o f Georgia's most important30
historic landmarks; and31
WHEREAS, the entire Georgia Building Authority team worked tire lessly to balance32
historical preservation with modern functionality, creating a restored Capitol that serves as33
both a working seat of government and a treasured historical landmark; and34

WHEREAS, their collective efforts have ensured that the Georgia State Capitol will continue35
to inspire citizens and visitors alike for generations to come, standing as a proud symbol of36
Georgia's heritage and democratic values.37
NOW, THEREFORE, BE IT RESOLVED BY THE HOUSE OF REPRESENTATIVES that38
the members of this body commend and honor the Georgia Building Authority team, with39
special recognition to Gerald Pilgrim and David Goodhead, for their exceptional dedication,40
expertise, and achievement in restoring the Georgia State Capitol to its original grandeur.41
BE IT FURTHER RESOLVED that the House of Representatives extend s its deepest42
gratitude to all members of the Georgia Building Authority team who contributed to this43
historic restoration project, recognizing their commitment to p reserving Georgia's44
architectural heritage.45
BE IT FURTHER RESOLVED that the Clerk of the House of Representatives is authorized46
and directed to make appropriate copies of this resolution available for distribution to Gerald47
Pilgrim, David Goodhead, and the Georgia Building Authority.48
