26 LC 129 0923 House Resolution 1276 By: Representatives Martin of the 49th, Barrett of the 24th, Carpenter of the 4th, Blackmon of the 146th, Gambill of the 15th, and others A RESOLUTION Recognizing and commending the 2025 Technical College System of G e o r g i a a w a r d s1 winners; and for other purposes.2 WHEREAS, The Technical College System of Georgia (TCSG) stands as a beacon of3 excellence in technical education, contributing significantly to the workforce development4 and economic growth of our state; and5 WHEREAS, the Georgia Occupational Award of Leadership (GOAL) pr ogram annually6 recognizes outstanding technical college students across the state, celebrating their academic7 achievements, leadership, and service to their communities; and8 WHEREAS, Jason Colbert, a nursing student from Southeastern Technical College, has been9 named the 2025 GOAL winner, embodying the dedication, skill, and passion for excellence10 that the award seeks to honor; and11 WHEREAS, the Rick Perkins Award for Excellence in Technical Ins truction is bestowed12 upon technical college instructors who demonstrate exceptional teaching abilities, making13 significant contributions to the education of Georgia's skilled workforce; and14 H. R. 1276 - 1 - 26 LC 129 0923 WHEREAS, Dr. Ekaterina Mirzakulova, an instructor from Central Georgia Technical15 College, has been distinguished as the 2025 recipient of the Rick Perkins Award, showcasing16 exemplary dedication to student success and instructional excellence; and17 WHEREAS, the Dinah Culbreath Wayne Exceptional Adult Georgian in Literacy Education18 (EAGLE) Award recognizes extraordinary achievements within the state's adult education19 programs, highlighting individuals who have overcome challenges to pursue lifelong learning20 and literacy; and21 WHEREAS, Noelia Sargento, exceptional academic achievements within her local education22 program at Georgia Northwestern Technical College, has been honored as the TCSG's 202523 Adult Education Student of the Year, reflecting the perseveranc e, hard work, and24 commitment to personal and professional growth that the EAGLE Award celebrates; and25 WHEREAS, the Outstanding Adult Education Teacher of the Year award acknowledges the26 vital role of educators in adult learning, recognizing those who provide inspiration, support,27 and high-quality instruction to their students; and28 WHEREAS, Stacey Mabray, an adult education instructor, from Augusta Technical College29 has been awarded the 2025 Outstanding Adult Education Teacher of the Year, demonstrating30 exceptional teaching and mentoring abilities that contribute to the success and empowerment31 of adult learners.32 NOW, THEREFORE, BE IT RESOLVED BY THE HOUSE OF REPRESENTATIVES that33 the members of this body recognize and commend the 2025 Technic al College System of34 Georgia winners, Jason Colbert, Dr. Ekaterina Mirzakulova, Noel ia Sargento, and Stacey35 Mabray on their prestigious achievements.36 H. R. 1276 - 2 - 26 LC 129 0923 BE IT FURTHER RESOLVED that the Clerk of the House of Representatives is authorized37 and directed to make appropriate copies of this resolution available for distribution to Jason38 Colbert, Dr. Ekaterina Mirzakulova, Noelia Sargento, and Stacey Mabray.39 H.
