A RESOLUTION
Recognizing and commending Wayne Collins; and for other purposes.1
WHEREAS, on January 13, 2026, Wayne Collins was sworn into the Morrow City Council2
as Council Seat-Post 1; and3
WHEREAS, Wayne has long been recognized by the citizens of this state for the vital role4
that he has played in leadership and his deep personal commitme nt to the welfare of the5
citizens of Georgia; and6
WHEREAS, he served as a guardian of this nation's freedom and l iberty with the United7
States Army, valiantly and courageously protecting his fellow Americans for over 22 years;8
and 9
WHEREAS, Wayne served with the 24th Signal Battalion; 24th Infa ntry in Fort Stewart,10
Georgia; 261st Signal Battalion; 3rd Infantry Division Wurzburg , Germany; 2nd Combat11
Battalion Basic Training Fort McClellan, Alabama, as a Drill Se rgeant; 228th Signal12
Battalion; 5th Signal Command Frankfurt, Germany; 1st Signal Brigade JCCC Seoul, South13
Korea; Regimental Basic Noncommissioned Officers Academy United States Army Signal14

School First Sergeant; 335th Theater Signal Command East Point, Georgia; and Camp Doha15
Kuwait City, Kuwait; and16
WHEREAS, his courageous, selfless, and dedicated service was re cognized though many17
prestigious awards and decorations, including the Meritorious Service Medal, 5th Oak Leaf;18
Army Accommodation Medal, 4th Oak Leaf; Achievement Award, 4th Oak Leaf; Desert19
Storm/Desert Shield Campaign Ribbon; Airborne/Air Assault Badge; Expert Marksmanship20
Badge; Drill Sergeant Badge; Drivers Badge; American Red Cross Life Saving21
Accommodations; Bronze Order of Mercury Regimental Signal Association; and the German22
Marksmanship Badge, Bronze; and23
WHEREAS, Wayne has diligently and conscientiously devoted innum erable hours of his24
time, talents, and energy toward the betterment of his communit y and state as evidenced25
dramatically by his superlative service as the Chairman of Morrows' Planning and Zoning26
Board; the Commander of Veterans of Foreign Wars Post 5080 in Morrow, Georgia; and his27
active involvement in the Neighborhood Watch, Neighbors Helping Neighbors, and the28
Geezer Squad; and29
WHEREAS, he is a person of magnanimous strengths with an unimpeachable reputation for30
integrity, intelligence, fairness, and kindness; and31
WHEREAS, it is abundantly fitting and proper that the outstanding accomplishments of this32
remarkable and distinguished Georgian be appropriately recognized.33
NOW, THEREFORE, BE IT RESOLVED BY THE SENATE that the members of this body34
recognize and commend Wayne Collins for his efficient, effective, unselfish, and dedicated 35
public service with the State of Georgia and the United States of America.36

BE IT FURTHER RESOLVED that the Secretary of the Senate is authorized and directed37
to make an appropriate copy of this resolution available for distribution to Wayne Collins.38
