26 LC 61 0412S The Senate Committee on Education and Youth offered the following substitute to SB 487: A BILL TO BE ENTITLED AN ACT To amend Part 2 of Article 2 of Chapter 14 of Title 20 of the O fficial Code of Georgia1 Annotated, relating to the Office of Student Achievement, so as to establish the Education2 Workforce Data Governance Advisory Committee within the Office of Student Achievement3 to advise and assist with matters relating to collection, analy sis, and use of education4 workforce data and educator recruitment and retention; to provi de for membership of the5 advisory committee; to provide for meetings of the advisory committee; to provide for duties6 of the advisory committee; to provide for recommendations by the advisory committee; to7 repeal certain provisions relative to reporting on the effect of nationally certified teachers and8 Teacher Alternative Preparation Program teachers on student per formance; to provide for9 automatic repeal; to provide for related matters; to repeal con flicting laws; and for other10 purposes.11 BE IT ENACTED BY THE GENERAL ASSEMBLY OF GEORGIA:12 SECTION 1.13 Part 2 of Article 2 of Chapter 14 of Title 20 of the Official C ode of Georgia Annotated,14 relating to the Office of Student Achievement, is amended by re vising Code Section15 - 1 - 26 LC 61 0412S 20-14-28, relating to reporting on effect of nationally certifi ed teachers on student16 performance, as follows:17 "20-14-28.18 When the state-wide comprehensive educational information system provided for in Code19 Section 20-2-320 becomes functional, the office shall conduct a longitudinal study of the20 effect of nationally certified teachers on student performance in Georgia. Thereafter, the 21 office shall prepare an annual report addressing the question of whether nationally certified22 and Teacher Alternative Preparation Program teachers have improved student performance23 in Georgia. The office shall submit such report to the State Board of Education and shall24 notify the members of the General Assembly of the availability of such report in the25 manner which it deems to be most effective and efficient.26 (a) As used in this Code section, the term 'advisory committee ' means the Education27 Workforce Data Governance Advisory Committee established pursua nt to this Code28 section.29 (b) The director shall establish the Education Workforce Data Governance Advisory30 Committee, the membership of which shall comprise:31 (1) One representative from the Professional Standards Commission;32 (2) One representative from the Department of Education;33 (3) One representative from the Department of Early Care and Learning;34 (4) One representative from the University System of Georgia;35 (5) One representative from the Technical College System of Georgia; and36 (6) One representative from the Georgia Student Finance Commission.37 (c) The advisory committee shall meet not less than once per quarter.38 (d) The advisory committee shall advise and assist the office in:39 (1) Establishing goals, objectives, policies, methods, and sta ndards for the collection,40 analysis, and use of education workforce data;41 (2) Identifying data sources and differences in metrics used by different data sources;42 - 2 - 26 LC 61 0412S (3) Creating a unified framework to reduce redundant district requests and enable43 efficient collaboration;44 (4) Developing definitions for relevant terminology;45 (5) Mapping data and exploring integration of data from the of fice, the Professional46 Standards Commission, the Department of Education, the University System of Georgia,47 the Technical College System of Georgia, and local school syste ms and other public48 schools;49 (6) Developing a public data dashboard which shall include all data collected by the50 office that can be made available to the public regarding educa tor recruitment and51 retention; and52 (7) Preparing the annual report regarding the Georgia education workforce provided for53 in paragraph (4) of subsection (a) of Code Section 20-14-27.54 (e) The advisory committee shall make recommendations to the office regarding potential55 means of improving and supporting educator recruitment and retention.56 (f) This Code section shall stand repealed on July 1, 2036."57 SECTION 2.58 All laws and parts of laws in conflict with this Act are repealed.59 - 3 -
