26 LC 39 4912 Senate Resolution 758 By: Senators Williams of the 25th, Dolezal of the 27th, Anderson of the 24th, Robertson of the 29th, Bearden of the 30th and others A RESOLUTION Honoring the lives of correctional officers Christopher Monica and Curtis Billue and1 dedicating a road in their memory; and for other purposes.2 WHEREAS, correctional officers Christopher Monica and Curtis Bi llue were highly3 regarded by the citizens of their community and state and by local government officials as4 persons of unquestioned integrity and dedication to the sound principles of law enforcement;5 and6 WHEREAS, Sergeant Monica began his career with the Georgia Department of Corrections7 in October, 2009, as a correctional officer at Hancock State Pr ison before serving as a8 sergeant with Baldwin State Prison, the transportation unit, an d Augusta State Medical9 Prison; and 10 WHEREAS, Sergeant Billue began his career with the Georgia Department of Corrections11 in July, 2007, as a correctional officer at the Frank Scott Correctional Facility before serving12 at the Georgia Diagnostic Classification Prison, Baldwin State Prison, and with the13 transportation unit; and 14 S. R. 758 - 1 - 26 LC 39 4912 WHEREAS, Sergeant Monica and Sergeant Billue diligently and con scientiously devoted15 innumerable hours of their time, talents, and energy toward the betterment of their16 communities and state; and17 WHEREAS, their lives were tragically cut short in the line of duty when they were shot and18 killed by two inmates who escaped during transport; and19 WHEREAS, Sergeant Monica and Sergeant Billue exhibited extraordinary devotion to public20 service, outstanding loyalty, fine leadership, and meticulous attention to detail in all of their21 duties and it is abundantly fitting and proper that these remar kable and distinguished22 Georgians be recognized appropriately by dedicating a road in their memory.23 NOW, THEREFORE, BE IT RESOLVED AND ENACTED BY THE GENERAL24 ASSEMBLY OF GEORGIA that the portion of State Route 16 from New Phoenix Road to25 Long Shoals Rd/Texas Chapel Road in Putnam County is dedicated as the Christopher26 Monica and Curtis Billue Memorial Highway.27 BE IT FURTHER RESOLVED that the Department of Transportation is authorized and28 directed to erect and maintain appropriate signs dedicating the Christopher Monica and29 Curtis Billue Memorial Highway.30 BE IT FURTHER RESOLVED that the Secretary of the Senate is authorized and directed31 to make appropriate copies of this resolution available for dis tribution to the families of32 correctional officers Christopher Monica and Curtis Billue and to the Department of33 Transportation.34 S.
