A BILL TO BE ENTITLED
AN ACT
To amend Chapter 2 of Title 33 of the Official Code of Georgia Annotated, relating to1
department and Commissioner, so as to provide for certain lobby ing restrictions on the2
Commissioner of Insurance within five years after leaving office; to provide for a definition;3
to provide for a penalty; to provide for related matters; to re peal conflicting laws; and for4
other purposes.5
BE IT ENACTED BY THE GENERAL ASSEMBLY OF GEORGIA:6
SECTION 1.7
Chapter 2 of Title 33 of the Official Code of Georgia Annotated, relating to department and8
Commissioner, is amended by adding a new Code section to read as follows:9
"33-2-35.10
(a) As used in this Code section, the term 'insurance industry' means any entity regulated11
by the Commissioner, including, but not limited to, an entity whose paid lobbying activities12
are directed at the Commissioner or pertain to matters within the regulatory authority of the13
department during the Commissioner's tenure.14

(b) Any individual who has served as Commissioner shall be prohibited from registering15
as a lobbyist or engaging in lobbying in the insurance industry for a period of five years16
after leaving such office.17
(c) Any individual who is found to have violated this Code sec tion shall be subject to a18
civil penalty not to exceed $10,000.00 per insurance industry e ntity for which he or she19
lobbied."20
SECTION 2.21
All laws and parts of laws in conflict with this Act are repealed.22
