26 LC 64 0097S (SCS) Senate Resolution 789 By: Senators James of the 28th, Kemp of the 38th, Wicks of the 34th, Rhett of the 33rd, Rahman of the 5th and others ADOPTED SENATE A RESOLUTION Creating the Senate Study Committee on the Impact of Artificial Intelligence on Creative1 Industries; and for other purposes.2 WHEREAS, artificial intelligence is increasingly used throughou t the film and television3 industries to automate tasks, impact decision making, and alter audience experiences; and4 WHEREAS, filmmakers and creative writers share concern that art ificial intelligence is5 replacing human artistry and leading to potential job losses for creative writers; and6 WHEREAS, an increase in the use of artificial intelligence in s uch industries can lead to7 confusion where handcrafted work is mistaken for artificial int elligence, which can fuel8 distrust and controversy, and undisclosed use of artificial int elligence intensifies fears of9 losing human creativity; and10 WHEREAS, Georgia has established itself as a national leader for accomplished producers,11 award-winning actors, and cutting-edge film technology; and12 S. R. 789 - 1 - 26 LC 64 0097S (SCS) WHEREAS, study is needed to evaluate the impact of artificial i ntelligence on creative13 writers, filmmakers, and televison to ensure that one of Georgia's top industries continues14 to thrive. 15 NOW, THEREFORE, BE IT RESOLVED BY THE SENATE:16 (1) Creation of Senate study committee. There is created the Senate Study Committee17 on the Impact of Artificial Intelligence on Creative Industries.18 (2) Members and officers. The committee shall be composed of five members of the19 Senate to be appointed by the President of the Senate. The President shall designate two20 of such members of the committee as cochairpersons of the commi t t e e . O n e s u c h21 cochairperson shall be a member of the majority party and one such cochairperson shall22 be a member of the minority party.23 (3) Powers and duties. The committee shall undertake a study of the conditions, needs,24 issues, and problems mentioned above or related thereto and recommend any action or25 legislation which the committee deems necessary or appropriate.26 (4) Meetings. The cochairpersons shall call all meetings of the committee. T h e27 committee may conduct such meetings at such places and at such times as it may deem28 necessary or convenient to enable it to exercise fully and effectively its powers, perform29 its duties, and accomplish the objectives and purposes of this resolution.30 (5) Allowances, expenses, and funding.31 (A) The legislative members of the committee shall receive the allowances provided32 for in Code Section 28-1-8 of the Official Code of Georgia Annotated.33 (B) Members of the committee who are state officials, other than legislative members,34 or who are state employees shall receive no compensation for th eir services on the35 committee, but they may be reimbursed for expenses incurred by them in the36 performance of their duties as members of the committee in the same manner as they37 are reimbursed for expenses in their capacities as state officials or employees.38 S. R. 789 - 2 - 26 LC 64 0097S (SCS) (C) Members of the committee who are not legislators, state of ficials, or state39 employees shall receive a daily expense allowance in an amount the same as that40 specified in subsection (b) of Code Section 45-7-21 of the Offi cial Code of Georgia41 Annotated, as well as the mileage or transportation allowance a uthorized for state42 employees.43 (D) The allowances authorized by this resolution shall not be received by any member44 of the committee for more than five days unless additional days are authorized. Funds45 necessary to carry out the provisions of this resolution shall come from funds46 appropriated to the Senate; except that funds for the reimbursement of the expenses of47 state officials, other than legislative members, and for the re imbursement of the48 expenses of state employees shall come from funds appropriated to or otherwise49 available to their respective agencies.50 (6) Report.51 (A) In the event the committee adopts any specific findings or recommendations that52 include suggestions for proposed legislation, the cochairpersons shall file a report of the53 same prior to the date of abolishment specified in this resolut ion, subject to54 subparagraph (C) of this paragraph.55 (B) In the event the committee adopts a report that does not i nclude suggestions for56 proposed legislation, the cochairpersons shall file the report, s u b j e c t t o57 subparagraph (C) of this paragraph.58 (C) No report shall be filed unless the same has been approved prior to the date of59 abolishment specified in this resolution by majority vote of a quorum of the committee. 60 A report so approved shall be signed by the cochairpersons of the committee and filed61 with the Secretary of the Senate.62 (D) In the absence of an approved report, the cochairpersons m ay file with the63 Secretary of the Senate a copy of the minutes of the meetings of the committee in lieu64 thereof.65 S.
