HR1371: HR1371 House Study Committee on Code Revisions for Autonomous Vehicles; create

26 LC 64 0109S The House Committee on Technology and Infrastructure Innovation offers the following substitute to HR 1371: A RESOLUTION Creating the House Study Committee on Code Revisions for Autonomous Vehicles; and for1 other purposes.2 WHEREAS, autonomous vehicles have the capability to drive witho ut any controlling or3 monitoring by a human operator; and4 WHEREAS, there is an increasing prevalence of such autonomous v ehicles in use in this5 state; and6 WHEREAS, most of the existing Code provisions applicable to vehicles in this state were7 created for human operated vehicles; and8 WHEREAS, current legal frameworks may need to be updated to ensure public safety and9 to clarify legal standards applicable to autonomous vehicles; and10 WHEREAS, it would be beneficial to undertake a comprehensive re view of the Code11 provisions applicable to vehicles in order to evaluate the applicability of such provisions to12 autonomous vehicles and to make recommendations for Code revisions and updates to ensure13 the safe operation of autonomous vehicles in this state, includ ing, but not limited to,14 H. R. 1371 (SUB) - 1 - 26 LC 64 0109S micromobility, clarifying and modernizing definitions and provi sions applicable to15 autonomous vehicles; a review of traffic laws and regulatory standards, including evaluating16 how to ensure compliance with such laws and standards with respect to autonomous vehicles;17 a review of safety standards and oversight of autonomous vehicles; and an evaluation of civil18 and criminal liability standards, including the assignment of f ault when an autonomous19 vehicle is involved in a violation, offense, collision, or other incident.20 NOW, THEREFORE, BE IT RESOLVED BY THE HOUSE OF REPRESENTATIVES:21 (1) Creation of House study committee. There is created the House Study Committee22 on Code Revisions for Autonomous Vehicles.23 (2) Members and officers. The committee shall be composed of seven members of the24 House of Representatives. The Speaker of the House of Representatives shall appoint the25 members of the committee, one of whom shall be the chairperson of the House26 Committee on Judiciary Non-Civil, one of whom shall be the chairperson of the House27 Committee on Motor Vehicles, one of whom shall be the chairpers on of the House28 Committee on Public Safety and Homeland Security, and one of w hom shall be the29 chairperson of the House Committee on Technology and Infrastructure Innovation. The30 Speaker of the House of Representatives shall also designate on e such member as31 chairperson and shall also appoint two members from the minority party.32 (3) Powers and duties. The committee shall undertake a study of the conditions, needs,33 issues, and problems mentioned above or related thereto and recommend any action or34 legislation which the committee deems necessary or appropriate.35 (4) Meetings. The chairperson shall call all meetings of the committee. The committee36 may conduct such meetings at such places and at such times as it may deem necessary or37 convenient to enable it to exercise fully and effectively its powers, perform its duties, and38 accomplish the objectives and purposes of this resolution.39 H. R. 1371 (SUB) - 2 - 26 LC 64 0109S (5) Allowances and funding. The legislative members of the committee shall receive40 the allowances provided for in Code Section 28-1-8 of the Offic ial Code of Georgia41 Annotated. The allowances authorized by this resolution shall not be received by any42 member of the committee for more than three days unless additional days are authorized.43 Funds necessary to carry out the provisions of this resolution shall come from funds44 appropriated to the House of Representatives.45 (6) Report.46 (A) In the event the committee adopts any specific findings or recommendations that47 include suggestions for proposed legislation, the chairperson shall file a report of the48 same prior to the date of abolishment specified in this resolut ion, subject to49 subparagraph (C) of this paragraph.50 (B) In the event the committee adopts a report that does not i nclude suggestions for51 proposed legislation, the chairperson shall file the report, subject to subparagraph (C)52 of this paragraph.53 (C) No report shall be filed unless the same has been approved prior to the date of54 abolishment specified in this resolution by majority vote of a quorum of the committee.55 A report so approved shall be signed by the chairperson of the committee and filed with56 the Clerk of the House of Representatives.57 (D) In the absence of an approved report, the chairperson may file with the Clerk of the58 House of Representatives a copy of the minutes of the meetings of the committee in lieu59 thereof.60 (7) Abolishment.
