26 LC 129 1149 House Resolution 1375 By: Representatives Buckner of the 137th, Smith of the 138th, and Rice of the 139th A RESOLUTION Recognizing and commending Patricia Lowman upon her retirement; and for other purposes.1 WHEREAS, Patricia "Pat" Harris Lowman has long been recognized by the citizens of this2 state for the vital role that she has played in leadership and her deep personal commitment3 to the welfare of the citizens of Georgia; and4 WHEREAS, she has diligently and conscientiously devoted innumerable hours of her time,5 talents, and energy toward the betterment of her community and state as evidenced6 dramatically by her superlative service with on the Waverly Hall, Georgia, City Council; and7 WHEREAS, she was first elected to the Waverly Hall City Council in 1984, serving for forty8 consecutive years from 1985 until the end of 2025, being elected ten times; and9 WHEREAS, during such time Councilwoman Lowman was the director of public safety over10 the police and fire departments, served as the Mayor Pro Tem and Chief Financial Officer,11 as well as was called on numerous times to fill mayoral vacanci es, leading the council12 through several difficult periods; and13 H. R. 1375 - 1 - 26 LC 129 1149 WHEREAS, Councilwoman Lowman's significant organizational and l eadership talents,14 remarkable patience and diplomacy, keen sense of vision, and sensitivity to the needs of the15 citizens of this state have earned her the respect and admirati on of her colleagues and16 associates; and17 WHEREAS, during her tenure, she successfully took the police de partment from a night18 watchmen type presence to a full-time police department; took t he fire department from a19 municipal/volunteer department to a department which in additio n to having a group of20 extremely well trained fireman, has a state of the art well equipped fire house, two staging21 areas for fire trucks, and provides better response times to not only the residents of Waverly22 Hall but to its side of Harris County; as well as constructed the city gymnasium /community23 house, "The Bobby Lowman Recreation Center"; and24 WHEREAS, she is a person of magnanimous strengths with an unimpeachable reputation for25 integrity, intelligence, fairness, and kindness; and26 WHEREAS, Councilwoman Lowman has served with honor and distinct ion with the27 Waverly Hall City Council, and her vision and unyielding commitment to public service will28 be sorely missed upon the occasion of her retirement; and29 WHEREAS, it is abundantly fitting and proper that the outstanding accomplishments of this30 remarkable and distinguished Georgian be appropriately recognized.31 NOW, THEREFORE, BE IT RESOLVED BY THE HOUSE OF REPRESENTATIVES that32 the members of this body recognize and commend Patricia Lowman for her efficient,33 effective, unselfish, and dedicated public service to the State of Georgia; congratulate her34 H. R. 1375 - 2 - 26 LC 129 1149 upon the grand occasion of her retirement; and extend the most sincere best wishes for35 continued health and happiness.36 BE IT FURTHER RESOLVED that the Clerk of the House of Representatives is authorized37 and directed to make an appropriate copy of this resolution ava ilable for distribution to38 Patricia Lowman.39 H.
