26 LC 49 2662 House Bill 1330 By: Representatives Carter of the 93rd, Camp of the 135th, Ballard of the 147th, Wilkerson of the 38th, Hugley of the 141st, and others A BILL TO BE ENTITLED AN ACT To amend Part 14 of Article 6 of Chapter 2 of Title 20 of the O fficial Code of Georgia1 Annotated, relating to other educational programs under the "Quality Basic Education Act,"2 so as to provide for the Georgia Public School Excellence and S tability (GPSES) grant3 program; to provide for eligibility; to provide for requirements; to clarify student residency4 qualification for promise scholarship accounts; to provide for a short title; to provide for5 related matters; to repeal conflicting laws; and for other purposes.6 BE IT ENACTED BY THE GENERAL ASSEMBLY OF GEORGIA:7 SECTION 1.8 This Act shall be known and may be cited as the "Georgia Public School Excellence and9 Stability Act."10 SECTION 2.11 Part 14 of Article 6 of Chapter 2 of Title 20 of the Official C ode of Georgia Annotated,12 relating to other educational programs under the "Quality Basic Education Act," is amended13 by revising Code Section 20-2-308, which is reserved, as follows:14 H. B. 1330 - 1 - 26 LC 49 2662 "20-2-308.15 (a) The State Board of Education shall establish the Georgia Public School Excellence and16 Stability (GPSES) grant program for the purpose of providing gr ants to local school17 systems and public schools to fund:18 (1) Tutorial and other educational services provided directly to students in schools19 included on the most recent list of public schools provided for in Code Section 20-2B-29,20 provided that such services:21 (A) Are grade level appropriate;22 (B) Are aligned with state standards;23 (C) Are aligned with the science of reading; and24 (D) Track and report student progress; and25 (2) Salary supplements to teachers and school administrators with more than three years26 of creditable service according to the minimum salary schedule provided for in Code27 Section 20-2-212 who accept for the first time a school year co ntract, as such term is28 defined in Code Section 20-2-942, to work at a school included on the most recent list of29 public schools provided for in Code Section 20-2B-29, subject to the following:30 (A) No salary supplement shall exceed $5,000.00 per school year; and31 (B) A teacher or school administrator who qualifies for a salary supplement under this32 paragraph shall be eligible to receive a salary supplement for the second and third33 consecutive school years for which he or she accepts a school year contract to work at34 the same school; provided, however, that such teacher or school administrator shall not35 be eligible to receive a salary supplement for any year during which he or she receives36 an unsatisfactory rating on any annual summative performance evaluation conducted37 in accordance with Code Section 20-2-210.38 (b) Each public school included on the most recent list of public schools provided for in39 Code Section 20-2B-29 and each local school system with one or more schools included40 on such list may apply to the State Board of Education for a GPSES grant by submitting41 H. B. 1330 - 2 - 26 LC 49 2662 an application and supporting information on a form and in a ma nner determined by the42 Department of Education. Such application shall include a detai led plan for how grant43 funds will be expended, including details about what tutorial and other educational services44 are to be provided and how the impact on student learning of su ch services will be45 measured.46 (c) This Code section is subject to appropriations made specif ically for such purposes. 47 Reserved."48 SECTION 3.49 All laws and parts of laws in conflict with this Act are repealed.50 H.
