A RESOLUTION
Recognizing and commending the City of Social Circle; and for other purposes.1
WHEREAS, the current federal administration plans to spend billions of dollars to construct2
and operate what would become the largest detainment facilities in the United States to house3
individuals the administration intends to deport; and4
WHEREAS, one such facility will be placed in Social Circle, Geo rgia, despite clear and5
consistent objections from the community and its local leaders; and6
WHEREAS, the proposed facility would triple Social Circle's pop ulation and place7
extraordinary strain upon the city's water and sewer infrastructure, law enforcement capacity,8
and other essential public resources; and9
WHEREAS, the facility would be located less than one mile from an elementary school,10
raising citizen concerns regarding safety, traffic, and the well-being of children; and11
WHEREAS, Social Circle officials have warned that the proposed project would represent12
a "failure in security" and could fundamentally alter the safety of their community; and13

WHEREAS, Social Circle has continued to make a principled and c ourageous stand in14
opposition to what it views as an unwanted federal intrusion into its local affairs; and15
WHEREAS, the majority party's current state party platform plainly states: "We believe that16
our constitutional system of limited government, separation of powers, federalism, and the17
rights of the people—must be preserved uncompromised for future generations"; and18
WHEREAS, the City of Social Circle's defense of its sovereignty and resources presents a19
shining example of these principles in action and stands as a modern Profile in Courage at20
a time when so many cower when this White House is involved; and21
WHEREAS, Social Circle is located in Walton County, which is named for George Walton,22
a distinguished Georgian who signed the Declaration of Independ ence and fought in the23
American Revolutionary War; and24
WHEREAS, the American Revolutionary War was fought to secure th is nation's25
independence from a monarch who believed himself unconstrained by the sovereignty of free26
people; and27
WHEREAS, the enduring American principle that tyranny cannot, should not, and will not28
supersede the sovereignty of free people remains as vital today as it was at the time George29
Walton signed the Declaration of Independence; and30
WHEREAS, it is abundantly fitting and proper that the courage a nd resolve of the City of31
Social Circle be recognized and commended.32

NOW, THEREFORE, BE IT RESOLVED BY THE SENATE that the members of this body33
commend the City of Social Circle for capably and ably defending its citizens, resources, and34
local sovereignty against federal overreach and for embodying the spirit of Walton County's35
namesake, George Walton, who bravely fought for freedom in the American Revolutionary36
War and helped establish the fundamental American idea that tyr anny cannot, should not,37
and will not trump the sovereignty of free people38
BE IT FURTHER RESOLVED that the Secretary of the Senate is authorized and directed39
to make an appropriate copy of this resolution available for di stribution to the Mayor and40
City Council of the City of Social Circle.41
