26 LC 129 1129 House Resolution 1423 By: Representatives Neal of the 79th, Williams of the 168th, Myles of the 126th, Hugley of the 141st, Griffin of the 149th, and others A RESOLUTION Commending the Georgia Chapter of the National Organization of Black Law Enforcement1 Executives in recognition of Georgia Chapter of NOBLE Day at th e capitol on March 18,2 2026, and celebrating the 50th Anniversary of the National Orga nization of Black Law3 Enforcement Executives as a nationally recognized law enforcement organization; and for4 other purposes.5 WHEREAS, the National Organization of Black Law Enforcement Exe cutives, Inc.,6 (NOBLE) is a not-for-profit public service organization founded in September 1976, when607 top-ranking Black law enforcement executives representing 24 states and 55 major cities met8 in Washington, D.C., and recognized that Black law enforcement executives could have a9 significant impact on the criminal justice system through a unified voice; and10 WHEREAS, in 2026, NOBLE commemorates its 50th Anniversary, marking five decades11 of national leadership, advocacy, professional excellence, and service as one of the most12 respected and influential law enforcement organizations in the United States; and13 WHEREAS, one of the national founding members, Atlanta Public Safety Director George14 Napper, was the impetus behind the formation of the Georgia Chapter of NOBLE in 1984;15 and16 H. R. 1423 - 1 - 26 LC 129 1129 WHEREAS, the Georgia Chapter of NOBLE was created in 1984 by NOBLE members from17 across the State of Georgia to organize their collective efforts and to advance the goals and18 objectives of the organization, and since that time the chapter has played an active role in19 promoting positive relationships between communities and criminal justice agencies; and20 WHEREAS, the Georgia Chapter of NOBLE has provided exceptional opportunities for21 executive leadership training and mentorship for aspiring leade rs in law enforcement for22 more than four decades; and23 WHEREAS, the Georgia Chapter of NOBLE holds the distinction of having elected nine24 national presidents from its membership: Atlanta Public Safety Director George Napper,25 Georgia Bureau of Investigation Inspector Moses Ector, Fulton County Police Department26 Chief Louis Graham, Fulton County Sheriff Jackie Barrett, Atlanta Police Department Chief27 Richard Pennington, DeKalb County Di rector of Public Safety Dr. Cedric Alexander,28 Clayton County Schools Police Department Chief Clarence E. Cox III, Atlanta Police29 Department Deputy Chief Cerelyn Davis, and Atlanta Police Depar tment Chief Rodney30 Bryant; and31 WHEREAS, the Georgia Chapter of NOBLE further holds the distinction of having elected32 Fulton County Sheriff Jackie Barrett as the first woman nationa l president, who is also33 recognized as the first African American woman elected to the office of sheriff in the United34 States; and35 WHEREAS, in 2022, the Georgia Chapter of NOBLE elected its firs t woman president in36 its history, Georgia Bureau of Investigation Deputy Director Natalie Ammons; and37 H. R. 1423 - 2 - 26 LC 129 1129 WHEREAS, the Georgia Chapter of NOBLE is committed to building positive community38 partnerships and advancing progressive policy positions that pr otect citizens’ rights and39 enhance the effectiveness and integrity of the criminal justice system; and40 WHEREAS, the Georgia Chapter of NOBLE is guided by its principl es of respect,41 uncompromising integrity, courage of convictions, accountability, community, diversity, and42 mentorship; and43 WHEREAS, it is fitting and proper to recognize Georgia Chapter of NOBLE Day at the44 Capitol this year and to celebrate the 50th Anniversary of the National Organization of Black45 Law Enforcement Executives, honoring its enduring commitment to equity in the46 administration of justice, excellence in public service, and service as the conscience of law47 enforcement.48 NOW, THEREFORE, BE IT RESOLVED BY THE HOUSE OF REPRESENTATIVES tha49 the members of this body commend the Georgia Chapter of the Nat ional Organization of50 Black Law Enforcement Executives (NOBLE); recognize March 18, 2 026, as Georgia51 Chapter of NOBLE Day at the capitol this year; and celebrate th e 50th Anniversary of the52 National Organization of Black Law Enforcement Executives as a nationally recognized law53 enforcement organization.54 BE IT FURTHER RESOLVED that the Clerk of the House of Representatives is authorized55 and directed to make an appropriate copy of this resolution available for distribution to the56 Georgia Chapter of the National Organization of Black Law Enforcement Executives.57 H.
