A RESOLUTION
Proposing an amendment to the Constitution of the State of Georgia so as to clarify that only1
citizens of the United States shall have a right to vote in ele ctions in this state; to require2
electors to present photographic identification prior to castin g a ballot; to provide a short3
title; to provide for related matters; to provide for the submi ssion of this amendment for4
ratification or rejection; and for other purposes.5
BE IT RESOLVED BY THE GENERAL ASSEMBLY OF GEORGIA:6
SECTION 1.7
This resolution shall be known and may be cited as the "State Assurance of Voter Eligibility8
(SAVE) Amendment.''9
SECTION 2.10
Article II, Section I of the Constitution is amended by revising Paragraph II as follows:11
"Paragraph II. Right to register and vote. Every person who is a citizen Only individuals12
who are citizens of the United States and a resident residents of Georgia as defined by law,13
who is are at least 18 years of age and not disenfranchised by this article, and who meets14
meet minimum residency requirements as provided by law shall be entitled to vote at any15
election by the people; provided, however, that registered elec tors must present16

photographic identification, the forms of which the General Assembly shall provide by law,17
prior to casting a ballot in any election. The General Assembly shall provide by law for18
the registration of electors."19
SECTION 2.20
The above proposed amendment to the Constitution shall be publi shed and submitted as21
provided in Article X, Section I, Paragraph II of the Constitution. The ballot submitting the22
above proposed amendment shall have written or printed thereon the following:23

Shall the Constitution of Georgia be amended so as to clarify t hat only
citizens of the United States shall have a right to vote in elections in the State
of Georgia and that voters must present a photo ID before casting a ballot?"
All persons desiring to vote in favor of ratifying the proposed amendment shall vote "Yes."27
All persons desiring to vote against ratifying the proposed amendment shall vote "No." If28
such amendment shall be ratified as provided in said Paragraph of the Constitution, it shall29
become a part of the Constitution of this state.30
