26 LC 129 1262 Senate Resolution 864 By: Senators Anderson of the 43rd, Wicks of the 34th, Harbison of the 15th, Sims of the 12th, Davenport of the 17th and others A RESOLUTION Recognizing and commending Sergeant First Class (Ret.) Yvonne B arrett; and for other1 purposes.2 WHEREAS, Sergeant First Class (Ret.) Yvonne Barrett, a native of Waukegan, Illinois, was3 born to the late William F. Barrett Sr. and Sarah J. Barrett, whose enduring influence instilled4 in her the principles of integrity, perseverance, and service that would define her remarkable5 life and career; and6 WHEREAS, Sergeant First Class (Ret.) Yvonne Barrett honorably served the United States7 Army from 1989 to 2018, completing 29 years of faithful and distinguished service marked8 by courage, discipline, and unwavering patriotism; and9 WHEREAS, throughout her remarkable military career, Sergeant Fi rst Class Barrett held10 critical leadership roles, including Government Purchase Card H older, Property Book11 Officer, Training Noncommissioned Officer, Brigade Food Service Noncommissioned12 Officer, and Arms Room Noncommissioned Officer, ensuring operational readiness and the13 responsible stewardship of vital resources; and14 S. R. 864 - 1 - 26 LC 129 1262 WHEREAS, her exceptional leadership in logistics, training, and organizational management15 directly contributed to mission success while strengthening the effectiveness and16 preparedness of the soldiers and units entrusted to her care; and17 WHEREAS, Sergeant First Class Barrett demonstrated an enduring commitment to the18 welfare and professional growth of fellow service members through her service as an Equal19 Opportunity Representative, Unit Prevention Leader, Retention Noncommissioned Officer,20 and Safety Noncommissioned Officer, fostering a culture grounded in respect, resilience, and21 excellence; and22 WHEREAS, she exemplified the highest traditions of military service and embodied the core23 Army values of loyalty, duty, respect, selfless service, honor, integrity, and personal courage,24 leaving a lasting legacy of leadership for future generations of soldiers; and25 WHEREAS, continuing her lifelong devotion to service beyond the uniform, Sergeant First26 Class Barrett has distinguished herself through humanitarian ef forts that have uplifted27 communities and transformed lives; and28 WHEREAS, her extraordinary dedication to helping others has bee n recognized with an29 Honorary Doctorate in Humanitarianism and the esteemed Presiden tial Lifetime30 Achievement Award, honors that reflect a lifetime defined by co mpassion, service, and31 leadership; and32 WHEREAS, her legacy will continue to inspire all who wear the u niform and all who33 dedicate their lives to service above self.34 S. R. 864 - 2 - 26 LC 129 1262 NOW, THEREFORE, BE IT RESOLVED BY THE SENATE that the members of this body35 recognize and commend Sergeant First Class (Ret.) Yvonne Barret t for her extraordinary36 service to the United States of America, her steadfast leadersh ip, and her continued37 commitment to improving the lives of others.38 BE IT FURTHER RESOLVED that the Secretary of the Senate is authorized and directed39 to make an appropriate copy of this resolution available for di stribution to Sergeant First40 Class (Ret.)
