26 LC 129 1235 House Resolution 1497 By: Representatives Burnough of the 77th, Scott of the 76th, Taylor of the 92nd, Hugley of the 141st, and Schofield of the 63rd A RESOLUTION Congratulating and commending Chief Latosha Clemons for receiving the 2026 Yellow Rose1 Nikki T. Randall Servant Leadership Award; and for other purposes.2 WHEREAS, in 1999, Representative Nikki T. Randall became the fi rst African American3 female elected to the General Assembly from middle Georgia, and over her 17 years of4 service as a legislator, she held numerous leadership positions, including chair of the Georgia5 Women's Legislative Caucus; and6 WHEREAS, every year during Women's History Month, the Georgia Women's Legislative7 Caucus recognizes outstanding women in Georgia who exemplify th e leadership and8 inspiration embodied by Representative Randall; and9 WHEREAS, Chief Latosha Clemons Clemons is a transformational public safety executive10 and municipal leader with more than 25 years of dedicated service in the fire service; and11 WHEREAS, Chief Clemons holds the historic distinction of being the first African American12 woman to serve as the City of Forest Park's Fire Chief in Clayton County, Georgia; and13 H. R. 1497 - 1 - 26 LC 129 1235 WHEREAS, a trailblazer in her profession, she is widely recognized for her commitment to14 operational excellence, organizational reform, and community-centered leadership; and15 W H E R E A S , i n a d d i t i o n t o h e r r o l e a s F i r e C h i e f , s h e c u r r e n t l y serves as Interim City16 Manager for Forest Park, where she oversees citywide operations, including finance, human17 resources, public works, planning and zoning, code compliance, police, and administrative18 services; and19 WHEREAS, Chief Latosha Clemons is a woman of unassuming greatne ss whose humble20 acts of kindness and generosity have uplifted the entire State of Georgia; and21 WHEREAS, Chief Latosha Clemons has established a glowing reputa tion of renown22 throughout Georgia for her unwavering commitment to diversity, equity, professional23 development, and community engagement, as well as her devotion to service above self; and24 WHEREAS, it is abundantly fitting and proper that the outstanding accomplishments of this25 extraordinary servant leader be appropriately recognized.26 NOW, THEREFORE, BE IT RESOLVED BY THE HOUSE OF REPRESENTATIVES that27 the members of this body congratulate and commend Chief Latosha Clemons for receiving28 the 2026 Yellow Rose Nikki T. Randall Servant Leadership Award and extend best wishes29 for her continued success.30 BE IT FURTHER RESOLVED that the Clerk of the House of Representatives is authorized31 and directed to make an appropriate copy of this resolution available for distribution to Chief32 Latosha Clemons.33 H.
