A RESOLUTION
Commending Officer Terry "J" Palmer; and for other purposes.1
WHEREAS, on September 7, 2024, Officer Terry "J" Palmer responded to a welfare check2
at the Cameron Circle Apartments involving an individual who had made suicidal threats and3
was later reported by neighbors to be armed, placing the situat ion at an elevated and4
imminent level of danger; and5
WHEREAS, as the incident escalated and assisting officers conducted a coordinated search6
of the area, Officer Palmer maintained his position near the front entrance of the apartment7
and observed the armed subject, who was now carrying an AR-15 style rifle and stealthily8
approaching four officers from behind who were unaware of the imminent threat; and 9
WHEREAS, demonstrating exceptional courage, decisive judgment, and presence of mind,10
Officer Palmer immediately advanced toward the armed subject, issued verbal commands,11
and engaged the individual when he raised his rifle, temporarily halting the subject's advance12
and preventing the ambush; and 13
WHEREAS, during the ensuing exchange of gunfire, Officer Palmer recognized the danger14
posed by crossfire to himself and an assisting deputy—while moving to cover, he physically15

pulled the deputy to safety by her ballistic vest, shielding both officers behind the structure16
of the apartment building before transitioning to lifesaving measures once the subject was17
incapacitated; and18
WHEREAS, Officer Palmer's conduct during this incident stands a s testament to his19
commitment to the protection of others despite great personal r isk and exemplifies the20
highest ideals of courage, selflessness, and composure under fire; and21
WHEREAS, it is abundantly fitting and proper that gratitude is expressed for the unique and22
often unheralded contributions of local law enforcement profess ionals on behalf of the23
citizens of this state.24
NOW, THEREFORE, BE IT RESOLVED BY THE HOUSE OF REPRESENTATIVES that25
the members of this body commend the care, courage, sympathy, a nd selfless dedication26
exhibited by Officer Terry "J" Palmer in carrying out the difficult duties of his vocation and27
express their utmost appreciation for having so purely and trul y defined for others the28
meaning of public servant.29
BE IT FURTHER RESOLVED that the Clerk of the House of Representatives is authorized30
and directed to make an appropriate copy of this resolution ava ilable for distribution to31
Officer Terry "J" Palmer.32
