26 LC 112 3808 House Resolution 1574 By: Representatives Moore of the 91st, Jones of the 47th, Park of the 107th, and Miller of the 62nd A RESOLUTION Honoring House Minority Leader Carolyn Fleming Hugley for her historic leadership and1 enduring legacy of service; and for other purposes.2 WHEREAS, the month of March is designated as Women's History Month, a time to reflect3 upon and celebrate the indelible contributions of women who hav e shaped the course of4 history through courage, perseverance, and dedicated public service; and5 WHEREAS, Carolyn Fleming Hugley, born in Forrest City, Arkansas, to educators Ruby and6 Walker Fleming Jr., has carried forward her parents' legacy of knowledge and empowerment,7 earning a Bachelor of Arts in political science with summa cum laude honors and a Master8 of Public Policy and Administration from Mississippi State University; and9 WHEREAS, first elected to the Georgia House of Representatives in 1992, Representative10 Hugley has steadfastly represented the citizens of District 141 in Columbus for more than11 three decades, becoming one of the most respected and influenti al voices under the Gold12 Dome; and13 WHEREAS, Representative Hugley made Her-Story by becoming the first African American14 to serve as Minority Whip of the Georgia House of Representatives, a position of immense15 H. R. 1574 - 1 - 26 LC 112 3808 responsibility she held with distinction from 2003 to 2018, bre aking barriers and opening16 doors for generations of leaders to follow; and17 WHEREAS, in 2025, Carolyn Fleming Hugley once again etched her name into the annals18 of Georgia history when she was elected House Minority Leader, becoming the19 highest-ranking Democrat in the chamber and continuing her lega cy as a trailblazer for20 women and African Americans in state government; and21 WHEREAS, throughout her tenure, Leader Hugley has been a tirele ss champion for "real22 solutions for real people," authoring and sponsoring transforma tive legislation addressing23 anti-bullying measures, protections for widows of veterans, keeping sexual offenders away24 from school zones, anti-stalking provisions, and compensation for the wrongfully convicted;25 and26 WHEREAS, her commitment to children and families extends beyond the legislative27 chamber through her leadership roles in numerous civic organizations, including serving as28 Chair of the Board for Fair Count, Chair of Trustees at Franchise Missionary Baptist Church,29 and her dedicated mentorship through SISTERS Inc., Alpha Kappa Alpha Sorority Inc., and30 The Links, Incorporated; and31 WHEREAS, her extraordinary contributions have been recognized w ith countless honors,32 including the National Conference of Black State Legislators Crystal Excellence Award, the33 NAACP Humanitarian Award, induction into the Women's Hall of Fa me, and the distinct34 honor of having a park named in her legacy; and35 WHEREAS, as a 37-year independent contractor and agent for Stat e Farm Insurance36 Company and as the devoted wife of former Columbus City Manager Isaiah Hugley, proud37 H. R. 1574 - 2 - 26 LC 112 3808 mother of Kimberly and Isaiah Jr., daughter-in-law Dr. Coartyne Malone-Hugley,38 grandmother of four, and great-grandmother of Kaydance, Leader Hugley exemplifies the39 strength, grace, and dedication that defines women who make history.40 NOW, THEREFORE, BE IT RESOLVED BY THE HOUSE OF REPRESENTATIVES that41 the members of this body commend House Minority Leader Carolyn Fleming Hugley for her42 historic tenure as the first African American Minority Whip and her current service as43 Minority Leader, celebrating her as a pioneer who has forever c hanged the landscape of44 Georgia leadership.45 BE IT FURTHER RESOLVED that, during this Women's History Month, the members of46 this body honor her unwavering dedication to the people of Colu mbus, her transformative47 legislative legacy, and her profound impact on the State of Georgia as a lawmaker, mentor,48 and community leader.49 BE IT FURTHER RESOLVED that the Clerk of the House of Representatives is authorized50 and directed to make an appr opriate copy of t his resolution ava ilable for distribution to51 House Minority Leader Carolyn Fleming Hugley.52 H.
