26 LC 129 1334 House Resolution 1562 By: Representative Taylor of the 92nd A RESOLUTION Congratulating and commending Kelbie Milon for receiving the 2026 Yellow Rose Nikki T.1 Randall Servant Leadership Award; and for other purposes.2 WHEREAS, in 1999, Representative Nikki T. Randall became the fi rst African American3 female elected to the General Assembly from middle Georgia, and over her 17 years of4 service as a legislator, she held numerous leadership positions, including chair of the Georgia5 Women's Legislative Caucus; and6 WHEREAS, every year during Women's History Month, the Georgia Women's Legislative7 Caucus recognizes outstanding women in Georgia who exemplify th e leadership and8 inspiration embodied by Representative Randall; and9 WHEREAS, Kelbie Milon serves as Executive Director of The Refug e Center, but her10 journey with the organization began nearly 18 years ago as a client; and 11 WHEREAS, the compassion and dignity she experienced during her own pregnancy shaped12 her heart for ministry and community service; and 13 H. R. 1562 - 1 - 26 LC 129 1334 WHEREAS, she began volunteering in 2014, joined the staff in 2016, and stepped into the14 role of Executive Director in 2025; and 15 WHEREAS, in her first year leading the organization, The Refuge Center served 972 unique16 clients through more than 4,000 visits and was honored as Nonprofit of the Year through the17 RICE (Rising In Community Excellence) Awards; and 18 WHEREAS, in her leadership, Kelbie is committed to strengthenin g community19 partnerships, expanding awareness of the center's services, and cultivating sustainable20 funding to ensure continued care for families in need; and 21 WHEREAS, a devoted mother of five and grandmother of three, she considers it a true22 privilege to serve the same community that once supported her, striving each day to ensure23 every woman and family experience exceptional care, compassion, and hope; and 24 WHEREAS, furthermore, she manages the operations of House of Fi re Fitness where she25 helps regain clients' health through group and personal trainin g under the leadership and26 owner Carlos Bingham, in Conyers, Georgia; and 27 WHEREAS, Kelbie has years of experience in volunteering at chil dren's summer camp28 programs and has been an advocate in her local church as a Youth Leader; and 29 WHEREAS, it is abundantly fitting and proper that the outstanding accomplishments of this30 extraordinary servant leader be appropriately recognized.31 NOW, THEREFORE, BE IT RESOLVED BY THE HOUSE OF REPRESENTATIVES that32 the members of this body congratulate and commend Kelbie Milon for receiving the 202633 H. R. 1562 - 2 - 26 LC 129 1334 Yellow Rose Nikki T. Randall Servant Leadership Award and exten d best wishes for her34 continued success.35 BE IT FURTHER RESOLVED that the Clerk of the House of Representatives is authorized36 and directed to make an appropriate copy of this resolution ava ilable for distribution to37 Kelbie Milon.38 H.
