26 LC 65 0048 House Resolution 1583 By: Representatives Gullett of the 19th, Cheokas of the 151st, and Jones of the 25th A RESOLUTION Creating the House Study Committee on Small Business Technology Adoption; and for other1 purposes.2 WHEREAS, Georgia's economy is highly dependent on small businesses for the creation of3 jobs, economic growth, prosperity, and the provision of goods and services; and4 WHEREAS, small businesses in this state would benefit from adop ting technologies such5 as enterprise software, artificial intelligence, electronic inv oicing (e-invoicing), and other6 tools to lower costs and improve performance; and7 WHEREAS, the State of Georgia through its university system, te chnical colleges, K-128 systems, professional licensing entities, and economic developm ent agencies can play an9 integral role in giving small businesses the training, professi onal certifications, and other10 tools needed to benefit from technological advancements; and11 WHEREAS, Georgia's tax laws should also be reviewed to ensure they appropriately enable12 small businesses to make investments in technology; and13 H. R. 1583 - 1 - 26 LC 65 0048 WHEREAS, a study would be beneficial to examine how public policy can play a vital role14 in encouraging continued adoption of cutting-edge technologies by small businesses in15 Georgia.16 NOW, THEREFORE, BE IT RESOLVED BY THE HOUSE OF REPRESENTATIVES:17 (1) Creation of House study committee. There is created the House Study Committee18 on Small Business Technology Adoption.19 (2) Members and officers. The committee shall be composed of five members of the20 House of Representatives to be appointed by the Speaker of the House of Representatives21 as follows: 22 (A) The chairperson of the House Committee on Small Business De velopment, who23 shall serve as chairperson; 24 (B) Two members of the majority party in the House of Representatives; and25 (C) Two members of the minority party in the House of Representatives.26 (3) Powers and duties. The committee shall undertake a study of the conditions, needs,27 issues, and problems mentioned above or related thereto and recommend any action or28 legislation which the committee deems necessary or appropriate.29 (4) Meetings. The chairperson shall call all meetings of the committee. The committee30 may conduct such meetings at such places and at such times as it may deem necessary or31 convenient to enable it to exercise fully and effectively its powers, perform its duties, and32 accomplish the objectives and purposes of this resolution.33 (5) Allowances and funding.34 (A) The legislative members of the committee shall receive the allowances provided35 for in Code Section 28-1-8 of the Official Code of Georgia Annotated.36 (B) The allowances authorized by this resolution shall not be received by any member37 of the committee for more than five days unless additional days are authorized. Funds38 H. R. 1583 - 2 - 26 LC 65 0048 necessary to carry out the provisions of this resolution shall come from funds39 appropriated to the House of Representatives.40 (6) Report.41 (A) In the event the committee adopts any specific findings or recommendations that42 include suggestions for proposed legislation, the chairperson shall file a report of the43 same prior to the date of abolishment specified in this resolut ion, subject to44 subparagraph (C) of this paragraph.45 (B) In the event the committee adopts a report that does not i nclude suggestions for46 proposed legislation, the chairperson shall file the report, subject to subparagraph (C)47 of this paragraph.48 (C) No report shall be filed unless the same has been approved prior to the date of49 abolishment specified in this resolution by majority vote of a quorum of the committee.50 A report so approved shall be signed by the chairperson of the committee and filed with51 the Clerk of the House of Representatives.52 (D) In the absence of an approved report, the chairperson may file with the Clerk of the53 House of Representatives a copy of the minutes of the meetings of the committee in lieu54 thereof.55 (7) Abolishment.
