26 LC 112 3766 Senate Resolution 905 By: Senators Merritt of the 9th, Parent of the 44th, Wicks of the 34th, Jackson of the 41st, Orrock of the 36th and others A RESOLUTION Congratulating and commending Andrea Barclay for receiving the 2026 Yellow Rose Nikki1 T. Randall Servant Leadership Award; and for other purposes.2 WHEREAS, in 1999, Representative Nikki T. Randall became the fi rst African American3 female elected to the General Assembly from middle Georgia, and over her 17 years of4 service as a legislator, she held numerous leadership positions, including chair of the Georgia5 Women's Legislative Caucus; and6 WHEREAS, every year during Women's History Month, the Georgia Women's Legislative7 Caucus recognizes outstanding women in Georgia who exemplify th e leadership and8 inspiration embodied by Representative Randall; and9 WHEREAS, Andrea Barclay currently serves as the chief executive officer of Because One10 Matters, where she provides strategic leadership to advance the organization's mission of11 supporting children and young adults impacted by foster care; and12 WHEREAS, under her leadership, Because One Matters delivers imm ediate support and13 long-term preparation for independence through initiatives such as a Clothing Boutique that14 provides children with brand-new clothing and essentials at no cost; life skills training that15 S. R. 905 - 1 - 26 LC 112 3766 equips teens with tools such as cooking, budgeting, and career readiness; and signature16 community events that reinforce dignity, confidence, and belonging; and17 WHEREAS, in addition to guiding the organization's vision and g rowth, she oversees18 program development, fund-raising, and community partnerships to ensure the organization19 continues to provide meaningful resources, life skills training, and memorable experiences20 for youth; and21 WHEREAS, Andrea Barclay has established a reputation for dedicated service and effective22 leadership through her sustained efforts to improve the lives o f children and young adults23 impacted by foster care, making a meaningful and lasting difference within her community24 and across the State of Georgia; and25 WHEREAS, it is abundantly fitting and proper that the outstanding accomplishments of this26 extraordinary servant leader be appropriately honored.27 NOW, THEREFORE, BE IT RESOLVED BY THE SENATE that the members of this body28 congratulate and commend Andrea Barclay for receiving the 2026 Yellow Rose Nikki T.29 Randall Servant Leadership Award and extend best wishes for her continued success.30 BE IT FURTHER RESOLVED that the Secretary of the Senate is authorized and directed31 to make an appropriate copy of this resolution available for distribution to Andrea Barclay.32 S.
