A BILL TO BE ENTITLED
AN ACT
To authorize the assessment and collection of a technology fee by the Municipal Court of the1
City of Decatur; to identify the authorized uses of such technology fee; to provide for related2
matters; to repeal conflicting laws; and for other purposes.3

BE IT ENACTED BY THE GENERAL ASSEMBLY OF GEORGIA:5
SECTION 1.6
(a) The clerk of the Municipal Court of the City of Decatur shall be authorized to charge and7
collect a technology fee as a surcharge to each criminal and qu asi-criminal fine levied or8
charged by said court. The rate of such technology fee shall b e set by the governing9
authority of the City of Decatur, and may be amended by the sam e from time to time;10
provided, however, that such fee shall not exceed $15.00 and that the judge of the municipal11
court shall be authorized to waive such fee on a case-by-case basis. Such fee shall be used12
exclusively to provide for the following technological needs of the court and the City of13
Decatur police department:14
(1) The purchase, lease, maintenance, and installation of computer hardware and software; 15
(2) The purchase, lease, maintenance, and installation of equipment and software used for16
imaging, scanning, facsimile, communications, projections, and printing; and 17

(3) Police department hardware and software, including, but no t limited to, associated18
equipment for body-worn, mobile, stationary, or vehicle mounted cameras, drones and19
operations of 9-1-1 emergency response through its dedicated public safety answering point20
system.21
(b) Funds collected pursuant to this section shall be maintained in a segregated account by22
the clerk of the municipal court and the chief financial officer of the city, separate from other23
funds of the city, and shall be expended only for authorized purposes upon direction of the24
city manager. The funds may be used to reimburse the city's in formation technology25
department for services provided to the court or police department.26
SECTION 2.27
All laws and parts of laws in conflict with this Act are repealed.28
