A RESOLUTION
Honoring Dr. Richard D. Myles, Sr.; and for other purposes.1
WHEREAS, Dr. Richard D. Myles, Sr., a proud Washington, D.C., n ative, is a visionary2
entrepreneur, chaplain, educator, and nationally recognized spo rts executive who has3
dedicated over three decades to transforming lives through athl etics, mentorship, and4
community service; and5
WHEREAS, in 1993, Dr. Myles founded the Minor Football League (MFL), the nation's only6
professional minor football league, known as the "Laboratory of Change," creating a7
structured pathway for athletes to transition from the field to leadership and executive8
opportunities; and9
WHEREAS, under his leadership, the Minor Football League has expanded to 32 franchises,10
serving as a national platform for athletic excellence, professional development, discipline,11
and opportunity; and12
WHEREAS, as a former NFL athlete and Sociology graduate of Arizona State University,13
Dr. Myles has developed and implemented initiatives focused on drug prevention, violence14
reduction, youth conflict resolution, and mentorship; and15

WHEREAS, Dr. Myles serves as President, CEO, and Board Chair of the MFL Foundation,16
dedicated to outreach, education, prevention programming, and t he empowerment of17
underserved communities; and18
WHEREAS, his extraordinary lifetime of volunteerism and civic engagement earned him the19
prestigious President's Lifetime Achievement Award, a distingui shed national honor20
established during the administration of Barack Obama and conti nued under Joe Biden,21
representing a bipartisan federal recognition of sustained service, civic responsibility, and22
measurable community impact; and 23
WHEREAS, Dr. Myles has received numerous honors for leadership and business24
excellence, including recognition as one of "America's Best and Brightest" businessmen by25
Dollars and Sense Magazine, Volunteer of the Year by the Greater Washington Chapter of26
the National Urban League, Sports Icon Legacy Award recipient a t the Black Men Rock27
Image Awards, and Legacy Award honoree at the 2025 Black Sports Business Symposium28
Awards Ceremony; and 29
WHEREAS, he has served on the Montgomery County Police Chief Ad visory Board and30
contributed to mentorship and youth development programs, demonstrating consistent civic31
leadership; and 32
WHEREAS, as a devoted father of five and lifelong servant leader, Dr. Myles continues to33
exemplify integrity, perseverance, innovation, and national impact through sports, business34
leadership, mentorship, and chaplaincy.35
NOW, THEREFORE, BE IT RESOLVED BY THE HOUSE OF REPRESENTATIVES that36
the members of this body honor Dr. Richard D. Myles, Sr., for h is extraordinary37

contributions to professional sports development, youth empower ment, and national civic38
leadership; congratulate him upon his receipt of the President' s Lifetime Achievement39
Award; and celebrate Dr. Myles as a model of excellence and tra nsformational leadership40
whose work strengthens families, communities, and future generations.41
BE IT FURTHER RESOLVED that the Clerk of the House of Representatives is authorized42
and directed to make an appropriate copy of this resolution available for distribution to Dr.43
