Senate Resolution 931
By: Senators Hufstetler of the 52nd, Payne of the 54th, Albers of the 56th, Kirkpatrick of the

A RESOLUTION
Recognizing March 10, 2026, as Qcells Day; and for other purposes.1
WHEREAS, Qcells is a global leader in delivering complete energy solutions and is widely2
recognized as a trusted, high-quality United States solar manufacturer and energy provider;3
and4
WHEREAS, Qcells has led efforts to establish a domestic, secure, and vertically integrated5
supply chain while making the largest investment in United Stat es solar energy6
manufacturing to date; and7
WHEREAS, in 2019, Qcells built the largest solar panel manufacturing facility of its kind8
in the Western Hemisphere in Dalton, Georgia; and9
WHEREAS, since then, Qcells has expanded its Dalton factory and , in 2023, announced10
plans to invest a record-breaking $2.5 billion to build the onl y vertically integrated solar11
supply chain factory in the United States, located in Cartersville, Georgia; and12
WHEREAS, Qcells began the construction of an advanced manufactu ring facility in13
Cartersville, Georgia, which will onshore critical steps of the solar supply chain nearly14

monopolized by China, including ingot, wafer, solar cell, and final solar module production;15
and16
WHEREAS, when its Cartersville factory is complete in 2026, Qce lls and its affiliated17
Georgia facilities will have a combined annual solar panel production capacity of 8.4 GW18
and support more than 4,000 manufacturing jobs in Georgia; and19
WHEREAS, across the Georgia counties where Qcells operates, the company's presence20
generates an estimated 6,755 jobs annually through direct, indirect, and induced employment21
and drives more than $2 billion in economic output—this impact underscores the substantial22
economic value that domestic solar manufacturers like Qcells bring to local communities and23
to the broader American economy; and24
WHEREAS, despite Qcells' recent arrival to Whitfield County, it is the No. 1 user of the port,25
importing three times the amount of inputs than our next largest manufacturer; and26
WHEREAS, Qcells' investments in American-made energy are why it's ready to meet both27
growing energy demand and cost concerns across the State of Georgia; and28
WHEREAS, Georgia's elected officials continue to prioritize and invest in energy29
affordability for hardworking Georgians with technology that is made in America; and30
WHEREAS, Georgia's elected officials have also prioritized crea ting good manufacturing31
jobs, which has resulted in incredible investment from not only Qcells but also other32
companies focused on building the next generation of energy in the Peach State; and33

WHEREAS, Georgia will require a mix of energy resources to meet its projected 36,000 MW34
of new demand, which is why it is critical to utilize quick-to- power Georgia-made energy35
that also supports Georgia's manufacturing jobs.36
NOW, THEREFORE, BE IT RESOLVED BY THE SENATE that the members of this body37
recognize March 10, 2026, as Qcells Day in honor of the investments that Qcells has made38
in the State of Georgia.39
BE IT FURTHER RESOLVED that the Secretary of the Senate is authorized and directed40
to make appropriate copies of this resolution available for distribution to the public and the41
press.42
