26 LC 52 1071 House Resolution 1657 By: Representatives Powell of the 33rd, Taylor of the 173rd, Greene of the 154th, Hawkins of the 27th, Stephens of the 164th, and others A RESOLUTION Creating the House Study Committee on Medicaid Waiver Populatio ns and Long-Term1 Financial and Administrative Sustainability; and for other purposes.2 WHEREAS, Medicaid is a joint federal and state program designed to provide health3 coverage and long-term services and supports to eligible beneficiaries, and Medicaid waiver4 programs authorized under federal law allow states flexibility in the design and delivery of5 services to targeted populations; and6 WHEREAS, Medicaid waiver populations often include older adults, children with complex7 medical needs, and individuals with disabilities who require long-term services and supports;8 and9 WHEREAS, states have significant flexibility in the design of Medicaid waiver programs,10 including payment methodologies, payment rates, administrative structures, eligibility11 parameters, types of services covered, and populations served; and12 WHEREAS, examining the financial and administrative framework g overning Medicaid13 waiver populations will help Georgia ensure compliance with fed eral standards, enhance14 accountability, and promote the long-term sustainability of providing services; and15 H. R. 1657 - 1 - 26 LC 52 1071 WHEREAS, a comprehensive study of the Medicaid waiver populatio n, the services16 provided, and the framework for providing such services to such population will allow the17 House of Representatives to develop informed recommendations for any needed legislative18 action.19 NOW, THEREFORE, BE IT RESOLVED BY THE HOUSE OF REPRESENTATIVES:20 (1) Creation of House study committee. There is created the House Study Committee21 on Medicaid Waiver Populations and Long-Term Financial and Admi nistrative22 Sustainability.23 (2) Members and officers. The committee shall be comprised of five members of the24 House of Representatives to be appointed by the Speaker of the House of Representatives25 with one of such number designated as chairperson of the committee.26 (3) Powers and duties. The committee shall undertake a study of the conditions, needs,27 issues, and problems mentioned above or related thereto and recommend any action or28 legislation which the committee deems necessary or appropriate.29 (4) Meetings. The chairperson shall call all meetings of the committee. The committee30 may conduct such meetings at such places and at such times as it may deem necessary or31 convenient to enable it to exercise fully and effectively its powers, perform its duties, and32 accomplish the objectives and purposes of this resolution.33 (5) Allowances, expenses, and funding.34 (A) The legislative members of the committee shall receive the allowances provided35 for in Code Section 28-1-8 of the Official Code of Georgia Annotated.36 (B) The allowances authorized by this resolution shall not be received by any member37 of the committee for more than three days unless additional days are authorized. Funds38 necessary to carry out the provisions of this resolution shall come from funds39 appropriated to the House of Representatives; except that funds for the reimbursement40 of the expenses of state officials, other than legislative memb ers, and for the41 H. R. 1657 - 2 - 26 LC 52 1071 reimbursement of expenses of state employees shall come from funds appropriated to42 or otherwise available to their respective agencies.43 (6) Report.44 (A) In the event the committee adopts any specific findings or recommendations that45 include suggestions for proposed legislation, the chairperson shall file a report of the46 same prior to the date of abolishment specified in this resolut ion, subject to47 subparagraph (C) of this paragraph.48 (B) In the event the committee adopts a report that does not i nclude suggestions for49 proposed legislation, the chairperson shall file the report, subject to subparagraph (C)50 of this paragraph.51 (C) No report shall be filed unless the same has been approved prior to the date of52 abolishment specified in this resolution by majority vote of a quorum of the committee.53 A report so approved shall be signed by the chairperson of the committee and filed with54 the Clerk of the House of Representatives.55 (D) In the absence of an approved report, the chairperson may file with the Clerk of the56 House of Representatives a copy of the minutes of the meetings of the committee in lieu57 thereof.58 (7) Abolishment.
