26 LC 129 9035 House Resolution 1696 By: Representatives Campbell of the 35th, Erwin of the 32nd, Glaize of the 67th, Cummings of the 39th, Berry of the 56th, and others A RESOLUTION Recognizing March 25, 2026, as Executive Function Day at the state capitol; and for other1 purposes.2 WHEREAS, the State of Georgia wants all students to reach their individual potential; and3 WHEREAS, existing research and cognitive science are the backbo ne for personalized4 learning; and5 WHEREAS, literacy and numeracy are vital skills for academic su ccess, and as research6 shows, executive function is likely associated with reading com prehension through its7 relation with decoding and oral language; and8 WHEREAS, current research provides additional support for the role of executive function9 in reading comprehension as a potentially crucial precursor to skilled reading; and10 WHEREAS, in personalized learning, educators must explicitly teach students the skills of11 executive function as the foundation before any other conditions for personalized learning12 can be effectively pursued; and13 H. R. 1696 - 1 - 26 LC 129 9035 WHEREAS, executive function is an umbrella term for the complex cognitive processes that14 serve ongoing goal-directed behaviors; and15 WHEREAS, executive function skills, which are well established in cognitive science, are16 also the foundational cognitive processes needed for the “soft skills,” “essential skills,” and17 “social emotional skills” students need for 21st century colleg e, career, and community18 success; and19 WHEREAS, the skills of executive function (self-regulation, emotional responsibility, task20 completion, working memory, cognitive flexibility, time managem ent, and reflection) are21 crucial to personalized learning and life-long learning; and22 WHEREAS, explicit teaching of executive function leads to self- awareness,23 self-empowerment, self-esteem, and necessary learning skills to ensure student, school, and24 life success; and25 WHEREAS, it is abundantly fitting and proper to draw attention to the profound educational26 impact of executive function on the education and lives of children, adults, and students in27 the State of Georgia.28 NOW, THEREFORE, BE IT RESOLVED BY THE HOUSE OF REPRESENTATIVES that29 the members of this body recognize March 25, 2026, as Executive Function Day at the state30 capitol during National Brain Awareness Month.31 BE IT FURTHER RESOLVED that the Clerk of the House of Representatives is authorized32 and directed to make appropriate copies of this resolution avai lable for distribution to33 members of the State Board of Education, the public, and the press.34 H.
