A RESOLUTION
Recognizing the importance of voluntary community based resour ce recovery efforts1
through the RESCUER initiative and encouraging counties and mun icipal corporations in2
this state to explore voluntary resource recovery programs util izing digital platforms to3
facilitate food sharing within local communities; and for other purposes.4
WHEREAS, communities across Georgia regularly discard edible food while individuals and5
families within those same communities may experience food insecurity; and6
WHEREAS, the concept known as the Georgia Resource Exchange and Sharing for7
Community Uplift and Emergency Resilience (RESCUER) initiative promotes voluntary8
community based sharing of edible food through digital platform s that connect local9
residents, food banks, restaurants, grocery stores, and other r etailers within a local10
community; and11
WHEREAS, voluntary food recovery efforts can reduce food waste while expanding access12
to edible food within local communities; and13

WHEREAS, many communities have expressed interest in voluntary programs that connect14
local residents, food banks, restaurants, grocery stores, and other retailers to facilitate food15
sharing; and16
WHEREAS, digital platforms can assist communities in organizing voluntary food sharing17
programs while allowing participation to be limited to members of a local community; and18
WHEREAS, voluntary coordination among community members can str engthen local19
resilience, reduce unnecessary food waste, and support efforts to address hunger within local20
communities.21
NOW, THEREFORE, BE IT RESOLVED BY THE HOUSE OF REPRESENTATIVES that22
the members of this body recognize the importance of voluntary community based resource23
recovery efforts through the RESCUER initiative and encourage c ounties and municipal24
corporations in this state to explore voluntary resource recovery programs utilizing digital25
platforms to facilitate food sharing within local communities.26
BE IT FURTHER RESOLVED that the Clerk of the House of Representatives is authorized27
and directed to make appropriate copies of this resolution avai lable for distribution to28
counties and municipal corporations in this state.29
