26 LC 39 5071 House Resolution 1708 By: Representative Fleming of the 114th A RESOLUTION Honoring the life of Mr. William Donaldson "Don" Ballard and de dicating a road in his1 memory; and for other purposes.2 WHEREAS, Mr. William Donaldson "Don" Ballard graduated from Covington High School3 and earned bachelor's and law degrees from the University of Georgia; and4 WHEREAS, Mr. Ballard served as a guardian of this nation's freedom and liberty with the5 United States Navy during World War II and trained as an underwater demolitionist, known6 as amphibs, to destroy manmade, underwater obstacles; and7 WHEREAS, he diligently and consci entiously devoted innumerable hours of his time,8 talents, and energy toward the betterment of his community and state as evidenced9 dramatically by his superlative service as the attorney for New ton County, the Newton10 County Water and Sewage Authority and the cities of Oxford, Man sfield, Covington,11 Porterdale, Newborn, Walnut Grove, and Jersey; and12 WHEREAS, Mr. Ballard was elected to the Georgia House of Representatives in 1957 and13 served until 1970, when he was elected to the Georgia Senate for District 45; and14 H. R. 1708 - 1 - 26 LC 39 5071 WHEREAS, in the Senate, Mr. Ballard served as chairperson of the Secondary Education,15 Upper Ocmulgee Economic Opportunity, and Industry, Labor, and Tourism Committees; and16 WHEREAS, he was elected mayor of Oxford in 2004, where he estab lished a citizen17 committee that assisted and advised on city planning, paving way for numerous city projects18 such as the destruction of the utility and work yard, building of the modern utility system,19 upgrading the city's equipment and personnel; and20 WHEREAS, it is abundantly fitting and proper that this remarkab le and distinguished21 Georgian be recognized appropriately by dedicating a road in his memory.22 NOW, THEREFORE, BE IT RESOLVED AND ENACTED BY THE GENERAL23 ASSEMBLY OF GEORGIA that the portion of State Route 81 from Eas t Clark Street to24 West Richardson Street in Newton County is dedicated as the W.D. "Don" Ballard Memorial25 Highway.26 BE IT FURTHER RESOLVED that the Department of Transportation is authorized and27 directed to erect and maintain appropriate signs dedicating the W.D. "Don" Ballard Memorial28 Highway.29 BE IT FURTHER RESOLVED that the Clerk of the House of Representatives is authorized30 and directed to make appropriate copies of this resolution avai lable for distribution to the31 family of Mr. William Donaldson "Don" Ballard and to the Department of Transportation.32 H.
