26 LC 56 0690S The House Committee on Special Rules offers the following substitute to HR 1748: A RESOLUTION Creating the House Study Committee on Local Governmental Professional Contracting; and1 for other purposes.2 WHEREAS, states are required to hire design teams for construction projects; and3 WHEREAS, design teams have considerable freedom in how they app roach the design4 process; and5 WHEREAS, it is important to balance the interests of designing and building structures by6 ensuring clear architectural and design documentation; and7 WHEREAS, more study is required to evaluate the use of certain design criteria in this state.8 NOW, THEREFORE, BE IT RESOLVED BY THE HOUSE OF REPRESENTATIVES:9 (1) Creation of House study committee. There is created the House Study Committee10 on Local Governmental Professional Contracting.11 (2) Members and officers. The committee shall comprise five members of the House12 of Representatives to be appointed by the Speaker of the House of Representatives with13 one of such number designated as chairperson of the committee.14 H. The committee shall undertake a study of the conditions, needs,15 issues, and problems mentioned above or related thereto and recommend any action or16 legislation which the committee deems necessary or appropriate.17 (4) Meetings. The chairperson shall call all meetings of the committee. The committee18 may conduct such meetings at such places and at such times as it may deem necessary or19 convenient to enable it to exercise fully and effectively its powers, perform its duties, and20 accomplish the objectives and purposes of this resolution.21 (5) Allowances, expenses, and funding.22 (A) The legislative members of the committee shall receive the allowances provided23 for in Code Section 28-1-8 of the Official Code of Georgia Annotated.24 (B) The allowances authorized by this resolution shall not be received by any member25 of the committee for more than four days unless additional days are authorized. Funds26 necessary to carry out the pr ovisions of this resolution shall come from funds27 appropriated to the House of Representatives; except that funds for the reimbursement28 of the expenses of state officials, other than legislative memb ers, and for the29 reimbursement of the expenses of state employees shall come from funds appropriated30 to or otherwise available to their respective agencies.31 (6) Report.32 (A) In the event the committee adopts any specific findings or recommendations that33 include suggestions for proposed legislation, the chairperson shall file a report of the34 same prior to the date of abolishment specified in this resolut ion, subject to35 subparagraph (C) of this paragraph.36 (B) In the event the committee adopts a report that does not i nclude suggestions for37 proposed legislation, the chairperson shall file the report, subject to subparagraph (C)38 of this paragraph.39 (C) No report shall be filed unless the same has been approved prior to the date of40 abolishment specified in this resolution by majority vote of a quorum of the committee.41 H. R. 1748 (SUB) - 2 - 26 LC 56 0690S A report so approved shall be signed by the chairperson of the committee and filed with42 the Clerk of the House of Representatives.43 (D) In the absence of an approved report, the chairperson may file with the Clerk of the44 House of Representatives a copy of the minutes of the meetings of the committee in lieu45 thereof.46 (7) Abolishment.
